Position Summary:

The Research Compliance team at Rice University is seeking an Export Controls Research Analyst to support the university's policies and procedures related to all relevant export control regulations. They will manage export control functions, including administration and communication management.

The ideal candidate is service-oriented, with excellent time management and organizational skills, and is proactive and collaborative.

Workplace Requirements:

This position offers a flexible work schedule, with a minimum of 2 days in the office per week. Per Rice policy 440 , work arrangements may be subject to change.

Hiring Range: $63,100 - $72,000 annually

*Exempt (salaried) positions under FLSA are not eligible for overtime.

Minimum Requirements:



  • Bachelor's degree

    • In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year-for-year basis may be substituted


  • 2+ years of related experience in export control, international trade, or related area of research compliance

    • In lieu of the experience requirement, additional related education, above and beyond what is required, on an equivalent year-for- year basis may be substituted



Skills:

  • Broad understanding of the compliance requirements of federal, state, and other regulatory agencies, including but not limited to EAR, ITAR, and OFAC sanctions and their application to a research-intensive higher education environment.
  • Demonstrated ability to conduct comprehensive, detailed analyses of complex regulations
  • Ability to effectively assess factual situations within the context of export control regulations
  • Provide recommendations for action based on analyses and the applicable regulatory compliance framework
  • Demonstrated ability to produce reports of analyses in a clear and understandable manner meeting stakeholder requirements
  • Ability to work effectively with multiple internal and external stakeholders Strong listening, verbal and written communication skills
  • Ability to manage multiple activities in a deadline-oriented environment; highly organized, flexible and rigorous attention to detail
  • Ability to innovate


Preferences:

  • Master's degree in engineering, physical sciences, international trade, law degree, or related fields, with 2 years of experience in export control, international trade, or research compliance.
  • Export control certification or ability to obtain a certification within one year of hire


Essential Functions:

  • Ensures compliance with applicable export control laws, regulations, contractual requirements, and University policies
  • Conducts risk assessment analyses of campus research activities to determine applicability of the export control compliance framework.
  • Provides compliance assistance to faculty, staff and students.
  • Develops and distributes highly technical reports containing regulatory analyses with recommendations for action.
  • Develops a continuous information flow to support the campus community's understanding of and compliance with applicable export control requirements, such as collaborations with foreign entities, deemed exports, international travel, and restricted persons.
  • Provides guidance related to potential research collaborations, sponsored program agreements, procurement, and other university engagements.
  • Enhances and implements university processes, validates compliance, and retains appropriate records that demonstrate compliance-related actions.
  • Works collaboratively with various university offices in support of research and information security to advance Rice's mission.
  • Performs all other duties as assigned
