Who We Are:


The Mechanical Engineering division at Southwest Research Institute develops engineering solutions for multiple industries and government agencies. From marine structures to aerospace to clean energy, we improve efficiency and productivity through expertise in engineering dynamics, structures, materials, machinery, and fluids systems. Our mission is to improve the safety, reliability, and efficiency of new and existing mechanical components and systems for the benefit of our clients. Each year, we submit a large number of proposals, with approximately 10-20 being large and complex.


Objectives of this Role:


  • Act as the Proposal Specialist providing broad support across the Mechanical Engineering division.

  • Each year, we manage a large number of projects, many of which start with intricate proposals, particularly for our government clients.

  • Utilize management skills to direct and orchestrate tactical proposals with minimal supervision.

  • Develop, consolidate, organize, and maintain proposal support tools, including budget documents, cost sharing approaches, project management plans, summaries, project descriptions, resumes and biographies, capabilities statements, past performance and company experience write-ups

  • Edit, write, format, compile compliance matrices, proofread, and perform quality checks of proposals for compelling narrative, consistency and requirements.

  • Coordinate the final merging of text before proposal submission.

  • Maintain a comprehensive marketing repository, which includes boilerplate, proposals in progress etc.


Daily and Monthly Responsibilities:


  • Development of complex proposals.

  • Analyzing Request for Proposals and develop proposal delivery/submission plans, outlines, schedules, and themes.

  • Facilitating draft proposals and coordinate with writers.

  • Maintaining the proposal schedule to meet tight deadlines.

  • Ensuring that proposals are submitted on-time and meet all requirements.

  • Working knowledge of DoD organizations and experience in proposal preparation is essential.

  • Must be familiar with the Federal Acquisition Regulations.


Requirements:


  • Requires a Bachelors degree in Communications or Business.

  • 3+ years: Proposal preparation and coordination experience.

  • Strong working knowledge of MS Office Suite (Word, Excel, PowerPoint, Project) and desktop publishing in a PC environment. Proficiency in relevant graphic tools is preferred.

  • Strong interpersonal skills and experience working with diverse teams.

  • Strong written and oral communication skills.

  • APMP Foundation certification preferred.

  • A valid/clear driver's license is required.
