The Clinical Quality Improvement Specialist is a position within the Quality Resources Department and Transformation Division of Billings Clinic. The Clinical Quality Improvement Specialist serves as a subject matter expert regarding clinical quality measures and outcomes of care. The subject matters include clinical quality surveillance and compliance, hospital-acquired conditions, patient safety indicators, and surgical improvement indicators. The Clinical Quality Improvement Specialist provides consultative services focused on providing the highest quality and safest care to patients while decreasing risk to the organization. Scope of work includes acute care hospitals, ambulatory clinics, branch clinic locations, outpatient surgery centers, and fully owned and affiliated regional facilities. This position reports to the Director of Quality Resources.
Essential Job Functions
• Assumes responsibility for one or more of the following functions: Clinical quality measures, Hospital-acquired conditions, Patient safety indicators, Mortality reviews, Surgical improvement programs, and Quality improvement projects.
• Serves as a subject matter expert and source of clinical expertise in the measurement of outcomes of care.
• Assists the Quality Resources Director in the development of organization-wide quality policies.
• Participates in both short and long-term planning for the department.
• Maintains competency in all organizational, departmental, outside agency, and employee safety standards relevant to job performance.
• Supports clinical quality improvement initiatives using medical record review, surveillance, data analysis, process improvement principles, and high reliability organizing to enhance patient care and services.
• Builds and maintains effective relationships with key departments and stakeholders, such as Infection Prevention, Nursing, Risk Management, and executive leadership, to improve outcomes of care.
• Analyzes and applies regulations, standards, and guidelines from professional organizations and governmental agencies to ensure compliance and improve clinical practices.
• Educates and assists clinical and administrative staff in identifying opportunities for improvement and facilitating cross-functional team development when necessary.
• Prepares and presents routine and custom reports on clinical quality data to departments, oversight committees, operational leaders, and executive management.
• Identifies needs and sets goals for own growth and development in collaboration with the Coordinator and Director of Quality Resources; meets all mandatory organizational and departmental requirements.
• Supports and models behaviors consistent with Billings Clinic's mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
• Performs all other duties as assigned or as needed to meet the needs of the department/organization.
