Job Summary:


Highline College is seeking a dedicated and dynamic Program Manager for Workforce Pathways to join the Workforce Pathways team in Academic Affairs. This position reports to the Dean for Workforce Programs. The Program Manager for Workforce Pathways works within a highly collaborative team focused on expanding career and educational opportunities leading to social and economic mobility for students. The person in this position works collaboratively with the Dean for Workforce Programs and other internal stakeholders to manage professional technical programs, ensuring the college follows state and federal requirements. As a member of the catalog team, this position manages the curriculum for workforce programs. This position is responsible for managing workforce budgets, including grants and allocations, ensuring timely reporting and expenditures of funds in alignment with stated goals and in compliance with college, state, and federal processes. This position provides administrative support for workforce Advisory Committees, supports the professional-technical certification process, and serves as a key resource for Highline's workforce faculty. Essential Tasks


Job Responsibilities



Curricu
lum management:


  • Coordinate with the Program Manager for Academic Pathway Planning and the Academic Affairs catalog team to ensure accurate maintenance of the catalog and other academic planning resources including, but not limited to, ctcLink, Academic Advisement Reports, Highline website and Curriculum;

  • Assist Program/Department Coordinators with entering new program updates into Curriculum;

  • Support the Program Manager for Academic Pathway Planning to create, update and ensure accurate program map and academic planning updates for all new, revised, and inactivated Prof-Tech courses, certificates, and degrees by consulting with appropriate stakeholders;

  • Collaborate with Program Manager for Academic Pathways to troubleshoot, identify, and resolve problems and issues related to production of Academic Advisement Reports, program maps, and academic plan templates for Prof-Tech programs. Confer with administrators, information systems personnel, faculty, and other staff to develop solutions and recommendations as needed;

  • Monitor the approval process for new Prof-Tech courses, programs, certificates and degrees with appropriate parties, including faculty, deans, and committees;

  • In collaboration with Program Manager for Academic Pathways Planning, maintain current Prof-Tech program inventory with SBCTC; create an annual report of program changes to be shared with Institutional Advancement, Student Services, Academic Affairs Deans Team, VP of Academic Affairs and others; and assist in annually updating Highline's inventory of programs with NWCCU.

  • Budget management

  • Manage Workforce grants and allocations using current Highline College processes, and ensure compliance with all state and federal guidelines;

  • In collaboration with the Director for Instructional Planning and Budgets, utilize a transparent process for tracking equipment requests and expenditures as they relate to Workforce grants and allocations;

  • In collaboration with the Dean for Workforce Programs, manage a transparent and collaborative process for developing the Perkins grant (including supporting the CLNA report process) and other related workforce grants that includes the Academic Affairs Deans, Associate Dean for Workforce Pathways, the Director for Continuing Education, the Director for Instructional Budgets and Planning, Division Chairs, and other stakeholders across the college;

  • Perkins/Perkins Leadership grant project management: including oversight for travel documents, TA/Expense reports; track time/effort reports; submit stipends through the AA portal; reconcile monthly with college budget office; manage documentation as directed by Dean for Workforce Pathways;

  • Regularly communicate changes in grants and allocations to Director for Instructional Budget & Planning and others, particularly changes that impact funding for positions; maintain a list of grant-funded positions with an end date for those positions to support proactive planning;

  • Monitor compliance with grant-funded activities;

  • Manage processes for professional technical faculty to request use of grant funds (i.e. curriculum development and professional development requests), including collaborating with the Faculty Administrators to coordinate faculty PD funding with Perkins funding;

  • Support the Director for Nursing in managing grants and allocations.

  • Support for Professional-Technical Faculty and Program Compliance

  • In collaboration with the Dean for Workforce Programs, develop and manage an annual onboarding process for new Professional-Technical faculty and coordinators in compliance with SBCTC guidelines;

  • In collaboration with the Dean for Workforce Partnerships and Extended Learning, update content on the Academic Affairs website for professional-technical faculty;

  • Manage and maintain required Skill Standards records for Professional-Technical faculty in alignment with current Highline College processes and SBCTC guidelines;

  • Manage and maintain records of work-based learning opportunities (e.g. co-ops and internships) in alignment with current HC processes; collaborate with college stakeholders to increase work-based learning opportunities for students;

  • Manage documentation and tracking for program advisory committees in alignment with established Highline College processes and SBCTC guidelines; support planning, implementation and assessment of joint advisory committee meetings; ensure alignment with SBCTC guidelines;

  • Support faculty coordinators with their advisory committees; providing meeting templates, sending reminders about needing to meet, meeting scheduling support, ethics training resources, tracking advisory committee membership.

  • Work Conditions:

  • Work is typically performed on-campus in an office environment three days a week with an option for teleworking up to two days a week;

  • Regular work hours are from 8:00am-5:00pm. Occasional work is required during evenings and weekends for events and workshops;

  • Frequent interaction with staff, faculty, students, and external partners.
  • Qualifications


    REQUIRED QUALIFICATIONS:



    • Associates Degree or higher; AND

    • Two Years of relevant experience.


    DESIRED QUALIFICATIONS:


  • Associate degree in a workforce program from a community college;

  • Bachelor's degree;

  • Administrative experience managing budgets;

  • Experience with student management systems (PeopleSoft, ctcLink, Banner);

  • Experience working in a community college or a strong understanding of the community college system;

  • Experience working with workforce grants;

  • Intermediate to advanced skills in database, word processing, and spreadsheet management (Microsoft Office preferred).
