SUMMARY



The Project Manager plans, coordinates and executes the full life cycle of a project. This position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction. The Project Manager provides project team leadership necessary to satisfy the scope of work and furnish defined project deliverables as well as corporate management of project financials, contract and subcontracts.



ESSENTIAL DUTIES AND RESPONSIBILITIES



Essential duties and responsibilities include the following. Other duties may be assigned.


Responsible for the integration of CNI Core Competencies into daily functions, including commitment to integrity, knowledge/work quality, company financial goals, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership, Affirmative Action, reliability/dependability, flexibility, and ownership/accountability.


Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company as a whole. Fosters an environment in which they and their employees will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.


Establishes and maintains sound customer relationships to ensure customer satisfaction and successful execution of the project.


Interfaces and maintains timely communications with internal project teams, management, suppliers and subcontractors all while developing collaborative rapports with solutions-oriented approaches.


Assists in the identification and development of tools to enhance and improve team communication/collaboration.


Ensures information sharing is safeguarded when necessary and looks for ways to assist the team in the most practical manner for information sharing.


Manages timely delivery and budgetary objectives involving the project scope, deliverables, cost, profitability, schedule, performance and resources.


Completes financial projections as necessary and tracks actual costs/expenditures versus budget.


Tracks project milestones and assists in final review of deliverables to ensure the highest quality documents are submitted to the customer.


Manages and identifies risks and mitigation strategies for deliverables that may miss the target deliver date.


Develops budgets to guide the execution and fiscal control of the project ensuring project targets are met, projections are communicated and risks are known.


Assesses scope and resource change impacts on near and long-term budget. Provides analysis of options to leadership for decision. Updates budget forecast in systems per the budgeting schedule.


Responsible for understanding contractual agreements and regulatory compliance related to assigned projects. Manages contractual modification requests and execution to ensure they are accurate and implemented when needed.


Ensures that all modifications of the contract are recorded.


Ensures that operations are being executed in accordance with company's policies and processes. Maintains knowledge on systems needed to perform role.


Ensures the accurate and timely submission of invoices to customer. May lead communication to accounts payable notifying them that they can proceed with an invoice. Conducts timely review of invoices to ensure they are correct and coded as budgeted.


Assists in the development of Statements of Work (SOW).


Assigns, manages, executes, monitors and maintains subcontract agreements and activities (i.e., deliverables, invoicing). This includes review and approval of invoices, funding, ensuring compliance with prime contracts invoicing and payment terms etc.


Ensures agreements align to prime contract and involves the appropriate corporate team members in the review, approval and/or mitigation process.


Upon contract award, works with Contract Administrators to determine work breakdown structures, obtain W-9, required vendor information, approve billing formats and assists with workforce setup and maintenance, etc. Oversees execution of any subcontractor modifications necessary to execute the contract.


Assists in identifying the appropriate staffing levels/skills required to support the project scope and deliverables.


Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting. Ensures internal information sharing sites have all relevant material and documentation and all Project Team members have access.


Oversees the performance, progress and achievement of the Primary Project Objectives as defined in the contract Statement of Work. Identifies relative quality standards and ensures the highest quality of services are met or exceeded.


Implements industry best practices, project management tools and methodologies.


Participates in proposal and solution development for additional project opportunities.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.



EDUCATION/EXPERIENCE



Bachelor's degree and a minimum of three (3) years relevant experience, or equivalent combination of education/experience.



CERTIFICATES, LICENSES, REGISTRATION



Project Management Professional (PMP) Certification preferred



JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES



Working knowledge of MS Project.


Skilled proficiency in the use of Microsoft Office Suite (i.e., Word, Excel Outlook, Project, etc.).


Exceptional organization skills with ability to effectively manage multiple projects and priorities.


Ability to plan and oversee projects through the use of project management software tools and methodologies.


Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

LANGUAGE SKILLS



Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.



MATHEMATICAL SKILLS



Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.



REASONING ABILITY



Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and cope with several abstract and concrete variables.
