Purpose
The Associate Director of Welcome directs and oversees the satisfactory implementation of CWS-Dallas refugee resettlement services (Reception and Placement -R&P, and Matching Grant -MG); other case management programs for newcomers for up to 8 months of arrival to Dallas (Ukrainian Humanitarian Parole- UHP) and CWS-Dallas Community Sponsorship program. This position ensures coordination among the different components of welcoming programs and with community partners and ensures compliance with program requirements as established by program funders, with a particular focus on the disbursement and tracking of direct aid to clients.
Responsibilities
Program Management Duties:
Coordinates the implementation of all programs under the Welcome Services area, including R&P, MG, UHP, and any other case management program aimed at facilitating the initial resettlement of refugees and immigrants in the DFW region.
Provides guidance and monitors compliance with program guidelines under R&P, UHP, MG, and other initial case management programs.
Conducts random sample reviews of client case notes and case files to ensure quality and timeliness of service provision and fulfillment of documentation requirements.
With the assistance of the Site Director, ensures direct aid to clients is timely and accurately disbursed in accordance to program guidelines and that all financial disbursements are properly tracked and documented.
With the assistance of the Site Director, ensures that community match under the MG program is properly tracked and reported.
Prepares for and participates in on-site monitoring visits with the Site Director.
Addresses emergency situations with clients as they arise and mediates conflict as necessary.
Completes required funder reports, including the Quarterly Community Consultation Report, and applications for new and/or continued funding opportunities.
Directs and oversees CWS' community sponsorship efforts, setting sponsor recruitment goals, coordinating with the Development and Communication Officer for outreach to the community, providing guidance on placements of sponsors with newcoming clients, and coordinating training and engagement support to sponsors while clients are enrolled in welcome service programs.
Mediates with community sponsors and provides diplomacy and guidance to staff in their relationship with sponsors as needed.
Develops and nurtures relationships with refugee service providers at the local level to increase integration opportunities for refugees, representing the program to landlords, local school districts, state health clinics, state refugee coordinator's office, medical providers, and other relevant service providers.
Provides technical assistance and cultural sensitivity training to community providers to build their capacity to serve unique populations.
Attends meetings, trainings, and conferences as needed.
Grant Management:
Prepares grant proposals and gives input to budgets for the R&P, MG, UHP and other programs.
Identifies new areas of need and potential funding opportunities to strengthen programming under the welcome area.
Acquires accurate information, writes, assembles, and submits well-developed and concise grant applications and proposals to potential funders. Provides data for grant applications under different CWS program areas.
Supervisory Duties:
Coordinates and oversees the work of the Resettlement Supervisor, Community Relations Sr. Specialist, Community Sponsorship Developer, Housing and Transportation Specialists, Ukrainian Humanitarian Parolee Case Manager, and other staff as needed.
Leads the CWS Dallas Welcome Services team in conducting all duties in a culturally/linguistically/gender-sensitive manner and in respect of DEI norms of conduct as established by CWS.
Guides and assists program supervisors in staff management matters.
Provides area supervisors with ongoing coaching, mentoring, training, feedback and guidance to improve performance, and completes annual performance evaluations.
Promotes teamwork across program areas by improving communication, fostering collaboration on overlapping tasks, and optimizing results across areas in a synergistic way.
Manages the workload of supervisors and their teams, and delegates responsibilities.
Works with Site Director and CWS HQ program liaisons to provide ongoing training to staff on program updates and service requirements.
Communicates regularly with the Site Director on matters pertaining to the Refugee Welcome programs.
Common Duties:
Keeps informed about refugee and immigrant issues, using current information to better serve refugees, immigrants and co-sponsors.
Advocates on behalf of refugees and refugee-serving voluntary agencies.
Attends local and national training conferences as instructed by the Site Director.
Raises awareness about immigration and refugee issues and increases IRP/Dallas's visibility in the community through speaking engagements.
Assists Site Director in any duties he/she deems necessary. Undertake other duties as assigned.
Work varied hours including some night and weekend work.
Qualifications
Education:
Bachelor's degree is required. Master's degree in related field and knowledge of refugee language are preferred.
Experience:
7 years previous experience in the field of direct services working with immigrant and refugee communities, 2 years' experience in refugee services or related field and at least 2 years supervisory experience are required.
They will have a demonstrated commitment to excellence with a track record that includes close attention to detail, strong project coordination and problem-solving skills, familiarity with budgeting and easiness reviewing financial tracking systems, strong communication skills including in-person networking, and writing skills and a high degree of cultural competency. At least 2 years of personnel management experience is required. Must have valid driver's license and clean driving record. Must be comfortable with public speaking and representing the Immigration and Refugee Program in meetings and facilitating trainings.
Other Skills:
Superior written and verbal communication skills are required. The successful candidate must be highly computer literate, with proficiency in Microsoft Excel as well as basic MS Office functionality and high capacity in internet-based research.
