Chief Objective of Position:
The Planning and Budget Analyst reports to the Director of Planning and Budget and assists with developing and analyzing the biennial and annual operating and capital budgets of the University, consistent with the University's mission and goals.
Work Tasks:
Analyze and research expense and revenue centers, complete budget to actuals variance analyses, and recommend resource allocation by program and department for assigned areas of focus.
Research and compile trend insights, such as peer comparisons, used in preparing action plans and informing resource allocation decisions. Develops related financial impact models and forecasts as appropriate.
Complete rate change analyses and revenue projections in support of operational initiatives and repair and replacement priorities.
Develop, implement, and maintain procedures for budget software, such as Workday Adaptive Planning, create and facilitate applicable trainings, implement and maintain financial models and reports, complete associated data entry and imports, and engage with end-users as assigned.
Collaborates with campus colleagues for routine Planning and Budget related questions, data reconciliation, planning system troubleshooting, and other projects or tasks when necessary.
Review and complete certain routine office tasks such as record retention and destruction in compliance with the Library of Virginia requirements, reviewing and processing certain budget transfers, reviewing AP-14s, and similar.
Make updates to the Working Budget and in related systems.
Serves as backup for monitoring the Higher Education Equipment Trust Fund, Capital Outlay form processing, drafting Performance Budgeting entries, supervisor training facilitation, among other tasks as appropriate.

Required Education:
Master's degree or a Bachelor's degree and related experience that equates to an advanced degree.
Additional Consideration - Education:
A Master's in Accounting, Economics, Business Administration or Bachelor's degree in Accounting, Economics, Business Administration or a related field and experience that equates to a Master's Degree.
Experience Required:
Experience in budgeting or resource analysis, financial planning and forecasting, or fiscal administration
Experience researching, compiling, analyzing, and communicating complex data sets in a concise and effective manner
Experience using planning and budget software
Experience developing and delivering training and support resources
Additional Consideration - Experience:
Previous budgeting experience in a College, University or government agency setting
Prior Commonwealth of Virginia accounting or budget experience
Prior experience with Workday Adaptive Planning or similar budget software

Salary Information:
Starting at $60,000, commensurate with education and experience.
