SUMMARY



The Pricing Analyst helps to facilitate optimal pricing decisions by developing price proposals for primarily government and occasional commercial business opportunities. This position supports all CNI entities and is responsible for a variety of price proposals leading to initial contract award, supplemental acquisitions, contract changes, price redeterminations, terminations, and other requests as required.

ESSENTIAL REQUIREMENTS



Government and/or Government sole source contracts pricing proposal development and analysis experience is preferred, with a strong understanding of FAR (and agency supplements, e.g., DFAR) requirements.


Certified Pricing Professional, FAR Certification, and/or Process Improvement Certification (e.g., Six Sigma, BPM, CMMI, etc.) beneficial but not required.



KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned.


Performs pricing proposal development, analysis, subcontractor price proposal review, and cost estimating for government contract proposals, utilizing both historical data and forward-looking projections, applied understanding of price strategies and contract provisions for their application to the pricing proposal, and provides interpretive analysis on findings.


Assignments may include Task Orders with pre-defined pricing or business sections, new Request for Proposals (RFP) with a straightforward to intermediate complexity (e.g., simple unit cost) and level of effort with well-established customers and occasional new customers, modifications, Wage Determination price adjustments, terminations, and follow-on work with well-documented past RFPs.


Writes and prepares the business section of government proposals, including cost volumes, pricing assumptions, and other related sections using standard language that may require modification to meet proposal specific requirements.


Assists/participates in customer negotiations and provides responses to written government requests including Evaluation Notices and negotiation questions.


Assists in evaluating proposed labor rates, indirect rates, and escalation rates based on available sources, such as payroll records, salary surveys, SCA/DBA wage determinations, and various published indexes (e.g., Department of Labor, economic forecasting services, actual indirect rates by LLC, etc.) and provides feedback and recommendations to internal team and proposing entity management.


Reviews solicitation and identifies pricing impacts, ambiguities, risks, and questions. Makes mitigating recommendations and, when needed, detail responses to management and/or the Government customer.


Ensures compliance with all relevant regulations and policies, including FAR (and agency supplements, e.g., DFAR), and other government contracting requirements.


Plans and coordinates the price proposal to include collaboration with cross-functional teams, including Business Development, Proposal, Operations, HR, Accounting, Finance, Contracts, and Legal, to develop comprehensive and compliant pricing strategies and proposals. Submits pricing proposal and data to appropriate entity for review and approval.


Provides guidance on cost elements of FAR (and agency supplements, e.g., DFAR) to internal stakeholders and ensure pricing proposals comply with government regulations.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

EDUCATION AND EXPERIENCE



Bachelor's degree in Accounting, Finance, Business or a related field of study and a minimum of three (3) years' relevant experience, or equivalent combination of education/experience.



JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES



Excellent computer skills with great proficiency in Microsoft Office programs (i.e., Excel, Word, Outlook) and other relevant software applications.


Excellent verbal and written communication skills.


Ability to tailor pre-written communications with updated assumptions and write some cost volume information, as needed.


Detail-oriented with strong analytical, critical thinking, and problem-solving skills, with the ability to interpret data and information.


Ability to work both independently and as part of a team, with strong attention to detail and commitment to accuracy.


Working knowledge of job order cost accounting as it relates to service contracting and/or manufacturing price proposals.


Knowledge of methods of procurement used by the government and/or commercial entities.


Knowledge and understanding of business process improvement techniques.


Ability to read and understand pricing requirements outlined in contractual documents.


Ability to exercise discretion and independent judgment.


Solid customer service skills with ability to develop professional relationships.


Excellent organizational skills with ability to effectively manage multiple projects, priorities, and deadlines.



LANGUAGE SKILLS



Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.



MATHEMATICAL SKILLS



Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.



REASONING ABILITY



Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Exposed to general office noise with computers printers and light traffic.
