Primary Purpose of Organizational Unit:

The purpose of Chilled Water Systems (CWS) is to produce and distribute chilled water for approximately 155 buildings located at the main campus and two (2) satellite campuses in a cost effective, efficient and reliable manner. Chilled water is produced in two ways. One is by an extensive chilled water generating system - the single, virtual chilled water plant, comprised of four (4) networked chiller plants that are operated as a single virtual system and the second is by stand-alone chillers that are building specific. Additionally, Chilled Water Systems provides electric and steam load balance for Cogeneration Systems. CWS is part of UNC Energy Services.


Position Summary:



A SIGN-ON BONUS OF $7,458 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN 12 MONTHS OF HIRE: $3,729 WITHIN 30 DAYS OF HIRE DATE & $3,729 12 MONTHS AFTER HIRE DATE.

This position provides advanced analysis, troubleshooting, maintenance, and repair for medium voltage switchgear (4160 volts), electro-mechanical and solid-state motor starters, variable frequency drives, power electronics, distributed control systems, and instrumentation for all areas of the chilled water system. The control systems and associated instruments operate 5 large-scale chilled water plants, including a sophisticated thermal energy storage system, and ongoing upgrading of existing controls and power electronics. The plants must operate continuously. Multiple priorities, changing conditions of weather, manpower, equipment availability, unexpected emergencies, cascading failures, short periods of time to analyze and take action. Equipment availability affects scheduled maintenance and retrofit projects for instrumentation. Daily, weekly, monthly, and annual activities must adjust to weather induced changes in operation. Instrument failures occur without advance warning. Normal maintenance of instruments must be carried out in parallel with system expansion and retrofit projects. New types of cooling technology and operating procedures require on-going changes to the instrumentation. New proprietary vendor equipment and upgrades to existing equipment require learning new procedures and techniques to install and maintain control systems.


Minimum Education and Experience Requirements:

Associate's degree in electronics; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.


Required Qualifications, Competencies, and Experience:

Position is Emergency Duty (example - active shooter or equipment failure), Communicable Disease Mandatory Primary On-site (example pandemic or other health emergency), Severe Weather (example - hurricane or snow).


Extensive knowledge of wiring diagrams, process, and control diagrams as they relate to distributed control systems such as is used in the chilled water plants.


Working knowledge of continuous process control principles and practices.


Working knowledge of wide variety of test equipment such as digital meters, oscilloscopes, and calibrators.


In-depth understanding of the effects and methods of resolving problems with large PWM motor drives, harmonics, standing wave phenomena, electromagnetic and radio frequency interference, control system grounding, and transient mitigation techniques.


Proficiency in the use of CAD drawing programs, Microsoft Office.


Ability to work successfully on multiple projects within limited time periods and/or accelerated schedules.


Excellent analytical ability required. Ability to plan and work independently and take responsibility for plant and system operation. Ability to assess situations and make decisions, taking responsibility for those decisions. Good verbal, non-verbal and written communication skills.


Develops and presents technical training, as required, to the other operating staff. Ability to hear and understand audible alarms, detect changes in noise levels of rotating equipment, and portable radio communication.


Preferred Qualifications, Competencies, and Experience:

Ability to describe the District Cooling System, the campus systems connected to it, and the sub-systems that support the operation of the system. Sketch a system flow diagram showing all major components, flow paths, valves, interface points with support systems, interface points of systems that the system supports, and major instrumentation that controls the system. Describe safety interlocks and safety devices associated with the system and associated equipment. Describe safety precautions to be taken while operating the system and associated components. Describe or complete the actions necessary to safely place the system, its chiller plants, and their components into service. Describe or complete the actions necessary to safely remove chiller plants and components from service. Demonstrate the ability to use LINC District Cooling System reference material including computer graphic screens to troubleshoot emergencies during follow-up actions. Demonstrate the ability to cross-reference and interpret a Piping & Instrument Drawing and a Process Control Diagram associated with the system. Define and explain the following terms associated with the DCS and SCADA: Load Factor, Production Flow, Distribution Flow, Decoupler Flow, Manual mode, Proportional and Integral Control, Coupled/Decoupled Modes, Remote Pressure Differential Control. Explain the function of the SCADA system and demonstrate the use of the main screens associated with the system. Explain the use of the DCS local faceplate to control the system components. State the controlling inputs, set points, and values associated with the chillers, pumps, fans, and valves in the system. State the interlocks that will (1) prevent starting and (2) the conditions that will trip the major equipment associated with system. State the effect on the system (Plants, Distribution, and Bridges) the following situations will cause Loss of Control Air - Loss of Electrical Power Loss of Control Signal Chilled Water Leak Welded Starter Contractor on Chiller Cooling Tower Deluge System Activation for an emergency and/or abnormal condition related to the system, discuss the following: Indications and alarms received immediate actions required probable causes operating limits imposed, consequences if immediate actions are not followed.


Required Licenses/Certifications:

Valid NC Driver's License.


Special Physical/Mental Requirements :

Position Requires: Ascend/Descend ladders and/or stairs to heights of 120 feet (cooling towers). Work hands-free on Instrumentation equipment at high elevations (example cooling towers), with approved safety equipment (PPE). Enter Confined Spaces. Contact with or exposed to Hazardous Materials/Substances. Lift up to 50 lbs. without assistance. Manipulate large pieces of equipment weighing up to 1000lbs. with PPE such as suitable rigging equipment. Work in very noisy environments - hearing protection PPE provided. Work on energized equipment less than 1000 volts (medium voltage and large horsepower machinery) - PPE provided. Valid NC Driver's License to operate CWS vehicles as required for position. Follow all local, state, federal relevant safety guidelines (proper PPE will be provided). Position uses equipment such as laptop computers, digital multimeters, precision electronic and pneumatic loop calibrators, and precision decade bridges to check instrument configuration and test control loop quality including control valves and other final control device function. Use precision watt calibrators, power analyzers, and digital storage oscilloscopes to check for power quality, power element, and transmitter accuracy. Use a computer to develop and maintain an instrument database. Performs lockout/tag out per OSHA guidelines. Calibrated & tested controls prevent catastrophic equipment failure, personal injury, or loss of life.
