Position Summary:

The Assistant Director of Controls and Utilities oversees a team responsible for campus-wide operations related to the Building Automation System (BAS). This role includes the maintenance, repair, installation, testing, and calibration of BAS, as well as managing HVAC controls in office, laboratory, animal care, and research environments. The Assistant Director collaborates closely with building maintenance supervisors and Project Management on various initiatives and supports the Executive Director of Utilities and Controls in developing strategies for environmental comfort and utility cost management. Additionally, this role plays a key part in implementing the campus energy management plan, utility distribution master plan, and advancing Energy Conservation Opportunities and Sustainability initiatives, including strategy implementation, benchmarking, tracking, and reporting.

Position Key Accountabilities:

Essential Functions


  • Directs supervision of the controls and utilities team. Responsible for staffing, scheduling, training, timekeeping, annual performance reviews, and disciplinary actions. Oversight of campus-wide temperature, odor, preventive maintenance, and other HVAC related calls through the CMMS (computerized maintenance management system). Assist Executive Director of Utilities and Controls with payroll and operations budget.
  • Manages processes for reviewing and maintaining campus wide digital controls, and facility automation systems, campus-wide upgrades, system integrations, and alarm routing. Work directly with Maintenance Supervisors, Project Management, EH&S, Work Control, and the Energy Manager as part of carrying out this responsibility.
  • Responsible for reviewing and approving all building automation system (BAS) related purchases, including service calls, hardware, software, upgrades, and training purchases.
  • Assists facilities projects by reviewing and providing feedback to controls related specifications, mechanical drawings, operational sequences, and TAB reports. Attending Facility Advisory Counsel meetings, page turns, and other design meeting.
  • Assists Executive Director of Utilities and Controls with Energy Conservation by attending meetings, performing energy audits, reviewing strategies, and maintaining accurate energy data points.
  • Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  • Performs other duties as assigned.

Certification/Skills:


  • Proficient with current versions of Microsoft Office software and current versions of Johnson Controls software and hardware which include Extended Architecture, N2, and BACnet line of controllers and HVACPRO, CCT AND LCT programming software; familiar with the use of Microsoft Project, Visio; exposure to current versions of Windows Server and SQL Server.
  • Proficient in the use of electrical testing instruments such as digital multimeters, clamp-on ammeters, hand held temperature, humidity, and water hardness testing equipment, temperature and humidity data loggers, air flow testing and balancing equipment, and a psychrometric chart.
  • Working knowledge of Local Area Networks and Backbone Networks; familiar with Gateway or BACnet protocol and Phoenix Controls

Minimum Education:

Bachelor's Degree Batchelor's in Engineering, Controls, or other related field required May substitute required education with equivalent years of experience beyond the minimum experience requirement.

Minimum Experience:

6 years of experience with Building Automation and controls required 3 years of supervisory experience required.

Strong communication and leadership skill, with background in building automation and energy conservation preferred.

Physical Requirements:

Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
