The Program Design Engineer supports HORNE Inflation Reduction Act (IRA) energy efficiency programs. This position will support program design, program measure mix, measure review, energy modeling, measure performance forecasting, customer education, and inspections. This position will include customer support and customer engagement. This position will support program evaluation, measurement, and verification activities and may include project monitoring.
Essential functions
Review and verify technical requirements of state and federal energy programs, including the IRA Home Energy Rebate Programs
Configure and review energy efficiency calculations for residential and multifamily energy savings
Verify equipment, measures, install conditions for field and desk review inspections
Understand the merits of Energy Star measures as adopted and the implications for inclusion in portfolio programs.
Train team to perform customer site inspections to verify the installation of energy efficient equipment
Manage Contractor and Trade Ally questions on the technical requirements of projects and measures in participating programs.
Interact with customers to address questions or concerns about the installed equipment or program information
Conduct community outreach/conference representation including program presentations to inform customers of energy efficiency incentive offerings
Maintain program measure database in support of program technology and modeling tools
Represents HORNE directly with existing clients, ensuring client satisfaction and successful project delivery
Leverages existing professional relationships to develop business with new clients
Performs market and technology assessments; conducting technical, energy, environmental, and economic benefits analyses
Develops, analyzes and manages data and models related to energy technologies and trends
Develops/contributes to technical communications (reports, white papers, fact sheets, research summaries, briefings)
Assists with facilitating stakeholder engagement meetings and/or summarizing proceedings
Provides project management support, including scheduling of meetings and preparing meeting summaries
Assist in technical proposal writing as needed for future opportunities
Performs other tasks as determined and assigned
Work environment
This position is remote, with occasional travel to meet organizational or client needs.

Prolonged periods sitting at a desk and working on a computer.
Must be able to lift up to 20 pounds at times.

Determined by business needs, estimated less than 10% annually
Required education and experience
Bachelor’s degree in engineering, science, integrated science and technology, or a related field with a minimum of 8 years of experience in demand side management, energy efficiency, or GHG reduction programs
Master’s degree in engineering, science, integrated science and technology, or a related field with a minimum of 4 years of experience
Proficient in Microsoft Office, with advanced Excel skills
Excellent communication skills (verbal, interpersonal, and written)
High level of motivation and interest in working in a fast-paced entrepreneurial environment
Excellent organization and time management skills
Demonstrated ability to excel working on self-managed tasks
Strong analytical, problem-solving, and decision-making capabilities
Multitasking on time-sensitive tasks without diminished quality of work
Strong interest and experience working in the clean energy field
Attention to detail and meeting responsibilities
Able to work both independently and with a team of professionals
Demonstrated interest in transportation and clean propulsion technologies
Background Check Required
Preferred education and experience
Bachelor’s degree in mechanical or electrical engineering
Master’s degree in engineering, science, integrated science and technology, or a related field
Experience in program design consultations for utility demand side management, grid reliability, or non-wire alternative programs preferred
Experience supporting research, development, and deployment of Technical Resource Manuals or maintenance of said manuals.
