Job Description:
ECS is seeking a passionate and driven Data Scientist to support DHS' Data Services Branch, under the Office of the Chief Information Officer, that provides innovative and complex data analytics services and platforms to users.
As a Data Engineer, you will be driven by an interest in solving complex business and immigration problems through data exploration and analysis. You must be a critical thinker and perpetual learner; excited to gain exposure and build skillsets across a range of technologies while solving some of our clients' toughest challenges.
You will be integral to the data operations for development and integration of multiple data types across a range of data sets and sources. You will be responsible for supporting operations and research needed to answer critical questions and direct implication on policy decisions. The candidate we seek has a strong modeling expertise, is highly motivated and enthusiastic about implementing new technologies and serving our customers to their best ability.
Job Responsibilities:
Contributing to the development of research approaches to complex policy problems;
Executing of key project tasks (e.g., data collection, data analysis, tool design, and other analytic tasks) within an area of substantive training or experience required by the research project;
Applying of a broad range of quantitative and/or qualitative research tools, methods, and skills in order to support complex research activities and/or research project management needs;
Complete development efforts across data pipeline to store, manage, store, and provision to data consumers
Being an active and collaborating member of an Agile/Scrum team and following all Agile/Scrum best practices
Write code to ensure the performance and reliability of data extraction and processing
Support continuous process automation for data ingest
Achieve technical excellence by advocating for and adhering to lean-agile engineering principles and practices such as API-first design, simple design, continuous integration, version control, and automated testing
Work with program management and engineers to implement and document complex and evolving requirements
Help cultivate an environment that promotes customer service excellence, innovation, collaboration, and teamwork
Collaborate with others as part of a cross-functional team that includes user experience researchers and designers, product managers, engineers, and other functional specialists
Salary Range: $125,000 - $135,000

Required Skills:
Must be a US Citizen
Must be able to obtain a Public Trust Clearance
Bachelor's Degree in Management Information Systems, Computer Science, Computer Information Systems, or equivalent Information Technology discipline
5+ years of IT experience including experience in design, analysis, and implementation of large-scale, complex data architectures
Develop data ingestion frameworks, real-time processing solutions, and data processing/transformation frameworks, leveraging open-source tools.
Knowledgeable in a breadth of computer languages (Python, etc.) to manipulate data and draw insights from large data sets
Achieve technical excellence by advocating for and adhering to lean-agile engineering principles and practices such as API-first design, simple design, continuous integration, version control, and automated testing
Experience automating predictive modeling processes that can handle both structured and unstructured data
Write code to ensure the performance and reliability of data extraction and processing
Support continuous process automation for data ingest
Ability to create data pipelines
Work comfortably in version control systems, such as, Git Repositories.
Experience working in Agile environment leveraging advanced design and engineering best practices
Ability to process structured, unstructured and semi-structured data and apply data cleaning, data imputation and feature engineering methods prior to developing models
Proven experience in an enterprise environment developing relational databases both on-prem and Cloud native databases
Proven experience developing models for data warehouse, data lake, and enterprise big data platforms in multi-data-center contexts required
Desired Skills:
Good knowledge of metadata management, data modeling, and related tools (Erwin or ER Studio or others)
Experience with DHS and knowledge of DHS standards a plus
Demonstrated experience translating business and technical requirements into comprehensive data strategies and analytic solutions
Demonstrated ability to communicate across all levels of the organization and communicate technical terms to non-technical audiences
Ability to develop visualizations utilizing Tableau or PowerBI
