POSITION / TITLE: Human Resources Manager
RESPONSIBLE TO: Chief Administrative Officer

MISSION: Meals on Wheels provides a network of services that allow seniors to live in their homes with dignity and independence as long as possible.

ABOUT MOWSF: Meals on Wheels San Francisco works to help seniors live independently with dignity, in their own homes, for as long as it is safely possible. With a state-of-the-art facility, our kitchen production and delivery services team ensure safe and wholesome meals are produced daily and packaged in accordance to the highest standards to maintain freshness and quality from our kitchen to our client's homes. With complementary nutrition and support services, Meals on Wheels SF serves the whole person and strengthens the quality of life for thousands of clients every year.

POSITION SUMMARY: In collaboration with and under the direction of the Chief Administrative Officer, the Human Resources Manager ensures overall administration and coordination of human resources functions are realized in a manner consistent with MOWSF policies, applicable labor regulations, and best practices for our industry. This is a hands-on position requiring a strong background in all areas of HR administration including employee relations, recruitment, benefits, compliance, and payroll/compensation. With a focus on the full employee lifecycle, the HR Manager also helps design and implement policies and initiatives to enhance the employee experience, leading to stronger performance outcomes and higher employee retention. (Note: MOWSF has a high percentage monolingual Spanish speaking workforce that would interact with this position).

DUTIES AND RESPONSIBILITIES:
Employment Lifecycle Management
• Performs key strategic activities to ensure employees receive the highest-level HR support from start date to end date, including:
• Design and implementation of onboarding and off-boarding processes.
•Conducting onboarding for new hires to provide an excellent introduction to MOWSF, while familiarizing staff with critical policies and compliance requirements.
•Conducting offboarding for exiting staff, including standard exit interviews to identify pain points and opportunities for enhancing the MOWSF staff experience.
• Supervises the recruitment process, providing consultation and guidance to Hiring Managers, designing and implementing standard application, interview and selection guidelines to meet MOWSF's equal employment opportunity and non-discrimination policies.
• Working collaboratively with the HR Generalist, develops and implements recruitment strategies to attract and retain top talent, ensuring staffing levels are optimal across the organization.
• Reviews and updates employee job descriptions for accuracy and format standardization. May conduct individual job analysis to assist program and operational leadership in redesign and reclassification of existing job descriptions.
• Manages HR Generalist in all employee record creation and retention practices, always maintaining a high standard of legal and regulatory compliance in both electronic (HCM/HRIS) and paper formats.
• Leads annual benefits renewal and employee open enrollment process, including liaise with benefit brokers to identify most suitable options for a strong, effective employee benefits plan.
Employee Relations
• Serves as primary point of contact for employee inquiries and concerns, always applying first-level interventions to mediate conflicts and facilitate resolution processes.
• Investigates potential violations of company policy utilizing best practices to document and report facts, always exercising discretion and maintaining a calm demeanor throughout the process.
• Engages with the Chief Administrative Officer (CAO) as appropriate, bringing them into employee relations matters and process in a timely manner dependent on the nature of the investigation. Presents findings and consults with the CAO on recommended actions to mitigate any actual violations.
• Takes on special projects aimed at enhancing the employee experience, including but not limited to: annual employee engagement survey, diversity-equity-inclusion initiatives, creation and support of employee resource groups, cultural observance calendar, employee recognition activities and events (Birthday/Anniversary celebrations, Agency Picnic/Holiday Party etc.)
Performance Management and Workforce Development
• Manages the annual performance review process that includes providing consult to supervisors and staff, reviewing evaluation language for purposes of compliance, submitting associated merit-based increases for payroll processing.
• Advises supervisors and managers on employee performance concerns, recommending the appropriate level of corrective action, always with a focus on professional development and retention.
• Identifies training needs and sources appropriate training providers, or alternatively leads in the development of training programs for staff.

Compliance & Policy Development
• Works with the CAO on the regular review and revision of the MOWSF Employee Handbook. Keeps abreast of changing State, County, and City labor regulations and ordinances, acting quickly to implement any updates to MOWSF practices and policies as applicable.
• Leads the design and implementation of HR processes and procedures, practicing constant quality improvement (CQI) for the best possible outcomes.
• Conducts regular statutory reporting to government agencies, ensuring timely filing of all required forms including the annual EEO-1, OSHA From 300, VETS 4212, Forms 5500 and 5558 (in collaboration with benefit brokers).
• Participates in annual audits including all benefits, 403b and workers' compensation policies. Monitors benefits and 403b compliance and ensures timely distribution of all required annual notices and disclosures including SARs. Ensures all labor law postings are current and conspicuously displayed at all sites.
• Actively participates in employee safety and security initiatives, as well as loss prevention efforts with our workers' compensation carrier. Works closely with the safety committee to mitigate potential risks and minimize workplace injuries.
• Monitors employee compliance with all mandated trainings including food safety, HIPAA, unlawful harassment, driver safety, workplace violence prevention, and more.
• Attends external trainings, seminars, or meetings as directed by CAO.
• Other duties as assigned

QUALIFICATIONS and PERSONAL CHARACTERISTICS:
• Excellent attention to detail, strong communication and interpersonal skills, and a high level of integrity.
• Project management and coordination skills to implement large HR initiatives across an organization the size of MOWSF.
• Exercise excellent judgment in decision-making and explaining their perspective to others.
• Ability to exercise discretion when meeting with various levels of management and staff. Depth of knowledge in HR protocol, especially around the handling of sensitive matters requiring confidentiality and diplomacy.
• Demonstrated ability to thrive in an entrepreneurial, fast-paced, and growing organization.

• A can-do attitude with a hands-on approach and commitment to providing customer service to staff, volunteers, donors and clients.

JOB REQUIREMENTS:
Bachelor's degree in human resources management, business administration, behavioral health, communication, or related field; or equivalent in experience. SHRM-SCP and/or SPHR highly preferred. A minimum of 5 years' experience in human resources, preferably in a senior generalist, employee relations or management position. Spanish speaking (bilingual/biliteral) highly preferred due to the composition of our workforce. Demonstrated ability to work in a multi-disciplinary and culturally diverse environment, with a track record of successful implementing standard employment policies and/or managing one or more major areas in human resources. Proficiency with HCM/HRIS systems and Microsoft Office Suite are required.

SALARY / HOURS/BENEFITS: Starting pay for this position is $94k - $110k annually dependent on experience. This is a full-time salaried (exempt) position based on a 40-hour work week and offers partial hybrid/remote work options. MOWSF provides company paid health, dental, vision, life and long-term disability insurance (100% paid for employee only coverage). Our 403b plan includes a 3% discretionary contribution for all eligible employees. Vacation leave accruals start at 15 days (120 hours) and we observe a total 10 holidays per year.
