SUMMARY

Under general supervision of the Community Assessment, Planning, & Evaluation (CAPE) Director and in consultation with the Office of Violence Prevention (OVP), the Violence Prevention Epidemiologist III is responsible for independently managing violence and injury population and social indicators data; applying a health equity lens in developing and executing new data projects; and analyzing, visualizing, and interpreting surveillance data, surveys, and epidemiological studies. The Epidemiologist III will provide technical expertise for grant/funding applications, budget narratives, special data requests, community needs assessments, public health planning, and program evaluation efforts. The Epidemiologist III works closely with CAPE staff, OVP program managers and staff, key community-based partners, and other stakeholders to provide and communicate data findings and impacts of violence and injury on populations in Alameda County. The Epidemiologist III represents ACPHD on county and state steering committees, advisory groups, and teams.

The salary range for this position is $102,315.20 to $124,388.79 annually depending on experience/qualifications. 

ESSENTIAL FUNCTIONS 


  • Leads data analysis and monitoring of county, sub-county and state violence and injury population health and social indicators data to identify trends, at-risk populations, and progress towards national benchmarks; and makes recommendations to inform program planning and policy development.

  • Acts in a lead capacity monitoring and reviewing violence and injury prevention data and associated work, acting as a resource to staff, providing training, technical consultation, and evaluation of program activities and/or related public health surveillance efforts.

  • Interprets violence and injury data and writes (lead authorship) statistical and narrative reports, presentations, and publications for dissemination to professionals, policy makers, community partners, or at professional meetings.

  • Serves as a lead epidemiologist for the county youth suicide prevention pilot; incorporating a focus on equity and structural drivers that contribute to disparities among populations disproportionately impacted by suicide and/or self-harm.

  • Collaborates with program staff on design and implementation of program workflow and/or evaluations. Trains public health audience and clients in the use and interpretation of health data.

  • Manages and maintains all Office of Violence Prevention (OVP) data workplans and facilitates data meetings and special project meetings related to violence and injury prevention and intervention efforts.

  • Provides technical consultation and advice on injury and violence epidemiology, surveillance, data systems development, data analysis, survey design and program evaluation to department leadership, program managers and Board of Supervisors.

  • Coordinates an Injury and Violence Prevention Data Users Workgroup comprised of department staff and other county stakeholders who serve in an advisory capacity to provide feedback on customizing data dashboards and reports to meet program needs.

  • Determines appropriate study design and data collection tools and methods to lead a needs assessment for violence and injury prevention; analyzing epidemiologic and surveillance data and making recommendations on subpopulations to target programmatic interventions. Produces desired deliverables in a timely manner.

  • Initiates new data analyses to answer key questions and increase understanding of inequities related to violence and injury (for example, how structural stigma and racism drive disparities in violent injury and death among certain populations and communities).

  • Serves as technical representative for the Department on Public Health, county and state advisory bodies, task forces and teams including: an Alameda County Task Force for the California Violent Death Reporting System, Alameda County Violent Injury and Death Review Team and other teams as relevant.

  • Serves as departmental liaison with representatives of other county violence and injury prevention epidemiology departments, health care agencies, members of community groups and targeted populations and the public.

  • Maintains up-to-date knowledge on research findings related to injury and violence health issues and interprets and shares this information on a regular basis with appropriate department and agency staff.

  • Writes and/or contributes to grant applications or reports to support injury and violence epidemiology, surveillance, or program evaluation activities.

JOB QUALIFICATIONS


  • Knowledge of the latest trends and practices in the field of Epidemiology.

  • Knowledge of epidemiological analysis methods, research and program evaluation design and implementation; and complex statistical analysis methods and interpretation.

  • Knowledge of current statistical and database management software applications.

  • Principles and methods of survey design and public health surveillance.

  • Principles of public health prevention, disease and injury etiology.

  • Environmental, social, economic, political, cultural and other issues impacting epidemiology.

  • Knowledge of disparities in health outcomes of vulnerable populations, and the role and influence of socio-economic, behavioral, and environmental factors affecting health risks and status.

  • Ability to plan, design, conduct, and evaluate varied epidemiological research studies and draw valid conclusions.

  • Ability to prepare clear, accurate, and effective reports, correspondences, policies, informational brochures and other written materials.

  • Ability to collect and analyze complex statistical data using statistical software, draw conclusions and make appropriate recommendations.

  • Ability to present and explain epidemiologic data to a variety of audiences.

  • Identify and collect valid and reliable quantitative and qualitative data and information.

  • Ability to facilitate and model effective written and oral communication with attention to linguistic preferences and cultural proficiency.

  • Understand and incorporate the Agency and Department’s core values and ethical standards of practice into all interactions with individuals, organizations and communities.        

Education/Experience 


  • Equivalent of two years of full-time experience in the class of Epidemiologist II in the Alameda County classified service.

  • Possession of a master’s degree from an accredited college or university in epidemiology, biostatistics, social/behavioral sciences or another closely related field. And the equivalent of four years of full-time, professional-level epidemiology experience, preferably in a public health, health care delivery, or academic institution setting.

Substitution: Possession of a Ph.D. or DrPH in epidemiology, biostatistics, social/behavioral sciences or another closely related field from an accredited college or university may be substituted for two years of the required experience in bullet two.

Our organization follows a hybrid workplace environment. This position will require work in-office in San Leandro, CA. Supervisor/leadership will determine hybrid schedule.

Must have functioning internet at remote location.
