ABOUT THE POSITION

**THIS POSITION IS FOR THE BLYTHE LOCATION ONLY**

The County of Riverside's Department of Child Support Services is seeking a dedicated Child Support Specialist to join our team in Blythe, CA.

In this role, the selected candidate will be responsible for establishing and enforcing child support court order obligations through various forms of communication, including email, mail, telephone, and in-person interviews with both the Person Receiving Support (PRS) and the Person Paying Support (PPS). The Child Support Specialist will conduct interviews to determine paternity, assess the ability and willingness to pay, arrange for paternity tests, and verify received information. The incumbent will also establish and enforce paternity, child support, and medical support orders, as well as generate wage assignments, liens, legal documents, and correspondence for involved parties.

Furthermore, successful candidates will demonstrate the ability to establish and maintain effective working relationships with the public, colleagues, and representatives from other agencies. Proficiency in basic data entry and familiarity with commonly used Microsoft applications are also essential.

The County of Riverside Department of Child Support Services works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Services provided included locating, establishing paternity; establishing, modifying and enforcing a court order for child support; and establishing, modifying and enforcing an order for health coverage. EXAMPLES OF ESSENTIAL DUTIES
• Perform in office interviews for the establishment and enforcement of paternity, child support, and medical support orders.

• Interview complainants and witnesses regarding suspected family/child support law violations; obtain statements, documents, and similar factual material pertinent to the location of non-custodial parent; verify information by mail, telephone, or interviews in the office.

• Interview non-custodial parents to determine paternity, ability to pay, and willingness to pay; effect stipulated support agreements; may take a variety of actions to determine paternity (e.g., arranging blood tests and obtaining statements from witnesses).

• Initiate civil or criminal legal actions to provide payments; monitor cases to determine compliance with payment arrangements and court orders by reviewing payment records through computer data systems, and by evaluating information from complainants; perform mathematical computations on child support cases.

• Enforce court order obligations through communication by mail, telephone, or office interview with the non-custodial parent.

• Prepare written recommendations for criminal or civil court actions as required for cases of noncompliance by non-custodial parent.

• Assist in the preparation for court actions and coordinate court recommendations with Deputy Child Support Attorneys by obtaining additional information and statements, and by appearing as a witness in court.

• Initiate reciprocal petitions to obtain support from parents residing in other domestic or foreign jurisdictions; provide enforcement on reciprocal petitions received from other jurisdictions.

• Take enforcement actions as necessary (e.g., declarations in support of writs of execution, property liens, wage assignments, contempt motions, criminal contempt, or failure to provide complaints).

• May serve court documents in the office as required; may make fraud referrals to the Department of Public Social Services.

MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Two years of experience equivalent to a County of Riverside Child Support Interviewer or five years of clerical experience in a Department of Child Support Services agency.

OPTION II
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Two years of customer service experience in which the primary duties involved one or more of the following: 1) interviewing the public to obtain and secure information, or 2) high volume public contact which required problem resolution.

OPTION III
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Two years in the collection of past due debts requiring direct contact with concerned parties and the use of collections techniques on a regular basis.

OPTION IV
Education: Completion of 60 semester or 90 quarter units from an accredited college or university with coursework in sociology, civil law, psychology, business, or a related field to the assignment.

Experience: None required.

ALL OPTIONS
Knowledge of: The principles and techniques of interviewing; objectives and methods of the enforcement of family/child support law.

Ability to: Interview and elicit information from individuals for investigative purposes; speak and write effectively; interact over the telephone and in person with a wide variety of personalities under stressful conditions; research and extract factual information from a variety of records and other sources; perform mathematical computations, analyze information, draw logical conclusions, and make sound recommendations on the basis of laws, rules, and regulations; perform strong analytical and negotiation skills; establish and maintain effective working relationships with the public, co-workers, and members of other County departments and law enforcement agencies; promote and support an environment of cooperation and respect.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
