Under the supervision of the Director of Emergency Management, manages a variety of administrative and technical tasks. Manages and maintains University plans, programs, and training for prevention, protection, mitigation, response, and recovery at all University locations. Work assignments are received verbally and in writing. Work is reviewed through regular updates, results obtained, and effective working relationships. Performs other duties as assigned.
JOB DUTIES:
25% - Essential - Operations: Assist in the development and management of EM Operations. Develop the protocol to monitor ongoing situations at all University locations and make recommendations for EM support and response, and/or EOC activations. Develop and obtain approval of on-call and response rosters, and EM response checklists/procedures. Advise staff and develop operational procedures, checklists, and support to activate and maintain EOC operations. Develop the Situation unit and ESF-5 position checklists to provide core functions. Develop Incident Action Plans for Incidents and Special Events. Advise and assist EM leadership and staff on issues and budget for EM Operations.
25% - Essential - Planning: Assist in the development and management of EM Planning. Assist in the coordination and maintenance of the Threat and Hazard Identification and Risk Assessment and Stakeholder Preparedness Review. Develop options and recommendations to reduce the risk of loss, and coordinate implementation of approved solutions. Coordinate and manage reviews and updates of the University's EM Plan. Assist and advise EOC members in developing and reviewing position-specific checklists, and departments in developing standard operating procedures to support the EM Plan. Advise and assist EM leadership and staff on the interpretation of state and federal requirements, issues, and budget for EM Planning.
25% - Essential - Training: Assist in the development and management of EM Training. Conduct training assessments; recommend requirements; develop, schedule, obtain approval for, and conduct EM training. Coordinate the EM Information program tailored to the threats and hazards faced by University locations and coordinate with University and external personnel and organizations to maximize efficiency. Assist in the design, implementation, and evaluation of exercises. Record and maintain documentation of training and exercises, to include After-Action Reports and Improvement Plans. Advise and assist EM leadership and staff on issues and budget for EM Training.
15% - Essential - Administrative Duties: Maintain accurate records to include but not limited to expenses, equipment accounts, lessons learned and other key information. Develop and maintain program area portions of the EM web-site and Common Operational Picture, as assigned and approved. Assist in completion and tracking of accreditation tasks for program area, and stay up-to-date on accreditation processes and changes.
10% - Essential - Emergency Response and Event Staffing: Remain available for 24-hour on-call response to serve as the EM Operations Officer and or in the EOC during emergencies or preplanned events.
MINIMUM REQUIREMENTS:
Education - Bachelor's degree in emergency management or related field. Licenses - Drivers License Class D normal Experience in emergency or operational planning, public health management, or other related work experience.
PREFERRED REQUIREMENTS:
Education - 1st Master's Degree - Emergency Management, Public Health, Homeland Security, or related field
