About the Opportunity

The Federal Reserve Bank of Richmond’s Supervision, Regulation and Credit Department has an exciting opportunity to join the Community and Regional Safety & Soundness (CRSS) supervision team as an associate examiner.  The CRSS team is responsible for helping to ensure the safety and stability of the Fifth District community and regional banks and holding companies to protect the nation’s financial banking system.  CRSS examiners conduct commercial bank examinations and holding company inspections to evaluate the financial condition and determine the effectiveness of risk management and overall operations.  

In this position, the candidate will leverage strong analytical skills to evaluate the adequacy of capital and liquidity positions, earnings performance, asset quality, and exposure to interest rate risk for banks and bank holding companies.  Examiners may also evaluate operational risk and risk management practices, accounting/audit programs, compliance with BSA/AML requirements, information technology practices, and bank holding company strength. 

You will also be asked to perform reviews of key risk areas and lead teams in completing examinations of financial institutions.  As you complete these duties, strong leadership and communication skills will be critical as you work with a variety of internal and external stakeholders.  If selected for the role, you will be enrolled in a comprehensive training program (Examiner Commissioning Program) designed to support your development of required technical and soft skills and report to a Senior Manager.

What You Will Do:


  • Attend/complete all required training (passing grade) and achieve and maintain consistent, incremental progress with Examiner Commissioning Program

  • Satisfactorily complete assignments within established timeframes with decreasing assistance

  • Communicate findings and examination ratings to supervised institutions and CRSS management

  • Influence management actions through effective negotiation and conflict resolution to achieve supervisory goals

  • At the Associate Examiner - Senior examiner level:

    • May assist or lead bank examinations, displaying proficiency in one or several areas of operational risk, credit risk, financial risk, regulatory compliance, information technology or fiduciary risk

    • Deliver concise and well-written supervisory documents

    • Contribute to preparation of supervisory products such as risk assessments, supervisory plans, and report of examinations; and participates in review of similar products with senior staff



  • Ability to travel up to 20% based on geographical location, with flexibility for work/life balance.

Qualifications:


  • Bachelor’s degree, with preferred emphasis in Finance, Economics, Business, Accounting or related field 

  • Bank regulatory or equivalent industry experience preferred

  • Willingness to complete commissioning program is required

  • Under Conflict of Interest guidelines administered by the Board of Governors of the Federal Reserve System, examining personnel may not participate on an examination of a financial institution or affiliate if the examiner was employed by the financial institution or affiliate within the past 12 months.

  • Please review Bank’s Employee Code of Conduct to ensure there are no major issues related to your previous employment and current financial interests (relevant sections are 5.3 and Appendix B, Parts I, II and III). FRB ethics rules generally prohibit employees and their immediate families from owning investments in banks, savings associations, or their holding companies (Section 5.3). Additionally, employees engaged in Supervision and Regulation may be subject to borrowing and deposit restrictions. These employees may need to recuse themselves from certain supervisory work based on:

    • Their borrowing relationships (Appendix B Parts I.1, II.1 and II.2)

    • If a financial institution employs a member of the employee’s immediate family (i.e. spouse, child, parent, or sibling) (Appendix B Part I.3 and Part II.3)

    • If the individual was employed by the financial institution or affiliate within the past 12 months (Appendix B Part I.3 and II.3).

    • In certain cases, the recusal may be so extensive it could materially reduce the effectiveness of the prospective employee’s job responsibilities.



  • The Associate Examiner – Assoc hiring range is $51,900 - $64,900 annually.

  • The Associate Examiner – Int hiring range is $65,400 - $81,700 annually.

  • The Associate Examiner – Sr. hiring range is $71,900 - $89,900 annually.

  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
