Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a motivated Professional Engineer with strong leadership skills to serve as the Policy and Design Standards Engineer. In this role, you'll drive the development of policies, processes and standards that impact how highway infrastructure is designed, built, maintained, and accessed, making a tangible difference in how people and goods move throughout the state. As the Policy and Design Standards Engineer, you will:
•Lead and manage a diverse team responsible for design policy and standards, permit reviews, practical design, and consultant management.
•Oversee Roadway Design policy development for the Division. Manage updates to the Roadway Design Manual to ensure compliance with federal and state standards. Coordinate with design staff to conduct periodic reviews and implement policy updates for improvement.
•Enhance the Roadway Design Process by collaborating with design staff and other divisions to identify deficiencies and implement improvements. Develop, formalize, and document updated procedures to improve efficiency and effectiveness.
•Actively participate in revising of Nebraska Minimum Design Standards. Review project's DR-76 Principal Controlling Criteria to ensure compliance with state and national standards.
•Oversee the process for reviewing plans and traffic impacts studies for right-of-way permit applications submitted by developers, utilizes, consultants and public agencies.
•Refine and manage the value engineering program to measure project savings measurements. Identify practical design opportunities on projects, tracks cost saving measures implemented on projects, and develop guidelines based on project history. Assist other Roadway Design staff in identifying and documenting cost saving measures.
•When assigned, manage a consultant team responsible for the design of various rural and urban highway construction project, including resurfacing and reconstruction, which includes:
oDeveloping scope-of-services, fee proposals, and negotiation documents.
oApproving invoices.
oMonitoring schedules and out-of-scope work.
oReviewing project submittals.
oPerform other duties as assigned.



Requirements / Qualifications




Minimum Qualifications: Bachelor's degree in an engineering discipline and one year of experience performing professional level engineering assignments. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.



Preferred Qualifications:



  • Bachelor's degree in Civil Engineering.

  • Licensed Professional Engineer in the State of Nebraska.

  • Four years of experience in roadway design and/or highway construction.




Other:



  • Valid driver's license or ability to provide independent authorized transportation.

  • Occasional out of town travel, infrequent overnight stays, and working extended hours to assure project delivery.

  • Regular and reliable attendance is required.




Knowledge, Skills, and Abilities



  • Knowledge of basic engineering principals related to design and construction of highway projects.

  • Knowledge of NDOT's Roadway Design Manual, Drainage & Erosional Control Manual, Standard Specifications, Nebraska Board of Public Roads Classifications and Design Standards, AASHTO Design Policy, and PROWAG.

  • Working knowledge of the following computer programs: Microsoft Office Programs - Excel, Word, PowerPoint, Outlook; Computer Aided Drafting Programs - MicroStation / GeoPak; ArcView GIS.

  • Strong organizational and public relations skills.

  • Ability to communicate clearly and effectively, both verbally and in written form, with individuals and different levels internally and externally.

  • Ability to work independently or lead part of a small interdisciplinary team.
