Overview


The Government Contract Specialist plays a pivotal role in the complex world of federal procurement. They are instrumental in ensuring that government contracts are executed seamlessly, adhering to regulations and maximizing value for all parties involved. Must be self-directed and ensure companywide compliance with GSA Schedules and state and Commercial Contracts.


Responsibilities


  • Responsible for the end-to-end management of contracts.
    • drafting, reviewing, and negotiating contracts, ensuring compliance with regulations, and overseeing the contract’s execution.
  • Primary contact between government agencies and Humanscale, facilitating effective communication and collaboration.
  • Ensure strict adherence to Federal Acquisition Regulation (FAR).
  • Provide the framework for the government’s acquisition process.
  • Navigate these regulations to maintain transparency, fairness, and legal compliance.
  • Development of contract documents.
  • Request for Proposals (RFPs) and contract modifications.
  • Work closely with program managers and contracting officers to define requirements, evaluate proposals, and negotiate terms and conditions that align with the government’s needs.
  • Collaborate with several internal departments, Pricing/Account Set-up team, Credit Department, Operations, Engineering, Quality, Accounts Payable, IT, and Sales.
  • Monitor and administer contracts.
  • Overseeing performance, managing changes or disputes, and ensuring that both parties fulfill their contractual obligations.
  • Serve as a point of contact for contractors, addressing inquiries and resolving issues that may arise.
  • Coordinate all pricing changes and price reductions.
  • Participate in the coordination of compliance training and audits.
  • Identify and mitigate risks.
  • Assess potential risks associated with contract performance, financial matters, and compliance.
  • Develop risk mitigation strategies to help prevent issues that could impact the successful execution of the contract.
  • Provide support for the development and continued improvement of the Humanscale Government Compliance/Procurement System.
  • Engage in continuous learning.
  • Staying informed about changes in regulations, industry practices, and emerging trends to ensure they remain effective in this role.
  • Articulate requirements, explain regulations, and engage in effective dialogue with various stakeholders, including legal, and finance.
  • Effective negotiation.
  • Obtaining the best value for the government and ensuring fair and reasonable terms for Humanscale.
  • Negotiations may cover pricing, delivery schedules, and other contractual terms
  • Any additional duties as assigned.

Qualifications


  • Bachelor’s degree in a technical or business-related field.
  • Minimum five years of experience in Contracts. Five to ten years of experience is preferred.
  • Experience in preparing government contracts and proposals.
  • Significant contract administration experience in the private sector preferably combined with public sector experience.
  • Familiarity with GSA schedule compliance requirements, including required disclosures for modifications, renewal, and new proposals, as well as the Price Reductions clause, standard socioeconomic provisions of government contracts, including the Equal Opportunity, Affirmative Action, and Sub-contracting provisions a plus.
  • Experience effectively communicating with high-level executives.
  • Highly organized.
  • Strong attention to detail.

COMPUTER SKILLS:

  • Advanced knowledge of Microsoft EXCEL and WORD.
