Position Summary The Strategic Research Development & Proposal Manager is an experienced and collaborative professional staff member in Portland State’s Office of Research and Graduate Studies, which is responsible for supporting critical research activities at the University.

The Strategic Research Development & Proposal Manager is the lead member of a new Strategic Research Proposal Development team within RGS. This key leader will guide an integrated, collaborative team to help researchers:
  • Build proposal and research development skills
  • Find and pursue funding opportunities
  • Effectively form interdisciplinary teams
  • Produce compelling proposals
  • Compete more effectively for research funding
The Strategic Research Development & Proposal Manager provides in-depth project and team management, resolves complex issues escalated from other PSU staff or faculty, and provides training and guidance to faculty and staff on the preparation of competitive, large interdisciplinary proposals, to ensure alignment with PSU’s goals and compliance standards, while also embracing our research community’s diverse perspectives and approaches.
The Strategic Research Development Proposal Manager collaborates closely with university leadership, faculty, and staff, and other RGS administrative units, such as Sponsored Projects Administration, to actively identify and foster new research collaborations across colleges.

The annual salary for this full-time role is $63,792 – $84,540, depending upon experience and applicable skills, knowledge and abilities. Compensation also includes PSU’s excellent benefits package, which offers 95% premium paid healthcare, generous vacation and sick leave, a generous retirement package, and significantly reduced tuition rates for employee, spouse or dependent at any school in the Oregon University System.
Minimum Qualifications
  • Bachelor’s degree in science, engineering, communications, journalism, English, education, or a closely related field and four years of relevant experience.
  • Four years of related experience* in grant writing, research development, or research administration in a university or similar research-intensive environment. *A Masters degree may count toward a portion of related experience. Relevant experience includes:
    • Experience developing and writing competitive research proposals in a university, government or non-profit setting
    • Experience reviewing and interpreting funding opportunity announcements and preparing proposals for submission to federal sponsors in a university setting
  • Three years of supervisory experience. Relevant experience includes:
    • Experience directly managing staff in research development or administrative units, or relevant positions in a university or similar research-intensive environment
    • Experience managing large, collaborative teams and/or projects in a university setting, including the ability to work productively across various academic units.
  • Strong written and verbal communication skills, with a proven track record in technical writing, proofreading, and editing.
  • Demonstrated ability in analyzing, summarizing, and effectively communicating details of federal, governmental and philanthropic funding opportunity announcements.
  • Demonstrated understanding of federal, state and university regulations governing research.
  • Proven ability to foster partnerships and work collaboratively with various university and external constituencies.
  • Demonstrated commitment to advancing diversity, equity, inclusion, and accessibility in the research enterprise.
  • Familiarity with proposal submission processes and compliance requirements of major funding agencies such as NSF, NIH, DOD, NASA, USDA, etc.
  • Strong customer service orientation, with a focus on providing responsive and high-quality support to research teams and stakeholders.

  • Master’s degree in science, engineering, communications, journalism, English, education, or a related field.
  • Over four years of experience in grant writing, research development, or research administration in a university or similar research-intensive environment.
  • Over three years of supervisory experience leading research development and/or research administration units
  • Demonstrated experience in strategizing, planning, and submitting large, complex grant proposals within strict deadlines.
  • Extensive experience in guiding research teams on developing successful proposal strategies, with a focus on broader impacts and integration of diversity, equity, and inclusion.
  • In-depth experience preparing and submitting grants to major federal agencies such as NIH, DOD, DOE, NASA, NOAA, USDA, etc.
  • Strong understanding of current national research trends, federal policies relevant to research development, and strategic planning in a research university context.
  • Proficiency with research administration tools, sponsor portals (e.g., Grantforward.com, Research.gov), and project management systems.
  • Relevant professional certifications in project management or research administration (e.g., PMP, CRA).
  • Commitment to continual process improvement in research development operations, emphasizing enhancing efficiency and effectiveness in service delivery.

Total Compensation Range & Benefits Statement The starting annual salary for this position is $63,792 – $84,540, dependent upon experience, as well as applicable skills, knowledge and abilities, market parity, and internal equity. Compensation may be limited by the budget of the hiring department and depend upon approval from HR. PSU’s excellent benefits package includes 95% premium paid healthcare, a generous retirement and vacation package, and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
