Community Development Program Coordinator

Rate of Pay: $27.1936 – $39.4306 Hourly / $56,562.69 – $82,015.65 Annually

 

Characteristics of the Job

Under general supervision of the Community Development Manager, performs administrative duties related to and in support of the City’s established grant funded programs. Independent judgment is exercised within the scope of established department rules, procedures, standards and policies.

The existence of this position depends upon the availability of federal and state funding.

Examples of Duties  

  • Implement and coordinate grant funded programs, as assigned, per program guidelines and local, state and federal regulations, policies and procedures.
  • Recommend execution of (grant) funding draw-downs from the appropriate funding sources based on documented expenditures within pre-described time frames. 
  • Provide outreach and referral services to potential and current Moline residents concerning community development and housing programs and home purchase expertise.
  • Provide interpretation services for the department, including conversation, verbal translation and written translation, and assist with the creation of multi-lingual applications, brochures, website information and other documents as needed.
  • Assist with preparation of grant applications and budgets for future funding opportunities.
  • Assist the Community Development Manager on transitioning new funding sources into community development programs.
  • Prepare project environmental review records/assessment and implement environmental clearance procedures for grant funded programs.
  • Provide recommendations to management for the Citizens Advisory Council on Urban Policy (CACUP) regarding distribution of CDBG funds and program policies.
  • Coordinate informational seminars on housing and community development topics for groups or individuals with unique housing and service needs.  
  • Promote communication and adequate information flow to clientele, contractors and supervisors.
  • Provide timely, accurate responses to requests for services and information related to planning and development.
  • Assist with coordination of projects, programs and events on a community-wide basis in accordance with federal and state agencies.
  • Administer the intake process for multiple grant-funded programs within Community Development Division to include application intake, income verification, contractor and homeowner assistance, rehabilitation bid review and contract award and payment for various housing programs administered by the Division.
  • Schedule appointments and meetings, and organize and maintain files, correspondence and other records and reports.
  • Compose, compile and type important, detailed and complex correspondence and reports to various federal and state sponsored programs in the Community Development Division.
  • Operate general and specialized office equipment such as computers, telephones, copiers, calculators and fax machines, etc.
  • Other duties may be assigned.

Training and Experience

Associate’s degree from an accredited college or university with an emphasis in public administration or related field and two (2) years’ experience in administering public and private housing and community development programs and other grant-funded programs; federal, state and private grant reporting; public and community relations, including multicultural neighborhoods, groups, organizations and individuals; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities. 

Knowledge, Skills and Abilities

Working knowledge of fiscal and administrative office procedures, practices, systems and equipment; excellent knowledge of business English, arithmetic, spelling, grammar and Roberts Rules of Order; thorough knowledge of the principles and practice of public planning; the sociological, economic and political aspects of community development; and of federal, state and local housing/community development regulations and processes.

Excellent skill in public and employee relations and in maintaining effective working relationships; advanced skill in using Microsoft Outlook, Word, Excel and PowerPoint software; in organizing, completing and reporting on projects; written and oral communications; making public presentations to a variety of community organizations; presenting a positive image of the City as a key point of contact with regard to grant-funded programs; understanding financial and operational information reports; multitasking and composing clear, concise and informative correspondence; skill in operating report generating software; and proofreading and performing data entry with a high degree of accuracy.

Ability to establish and maintain effective working relationships with governmental and community agencies, co-workers, neighborhoods, public officials and the general public; maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; respond effectively to inquiries and complaints; solve complex problems involving several variables within a familiar context; calculate fractions, decimals and percentages; understand and work in accordance with established policies and procedures; read and interpret complex documents; work productively in a team environment; successfully coordinate studies, collect data, analyze data and write reports; interpret a variety of instructions in written, oral, picture or schedule form; organize and carry out multiple projects simultaneously; exercise good, independent judgment; and perform routine budgeting and bookkeeping duties. Ability to speak, read and write Spanish desired.

Residency Requirement

Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
