Job Description:

At Blue, we discover pathways to realize your possibilities! Our Compliance Officer maintains the regulatory Compliance Program for Blue Federal Credit Union. Develops and maintains a culture of compliance to ensure organizational alignment with regulatory requirements and ethical standards. Ensures development, implementation, and monitoring of existing and new regulations. Directs the Compliance department staff and responsibilities including the Bank Secrecy Act Responsible for the Credit Union’s policies and advertising compliance as well as the Bond and Insurance Program.


 


Major Duties and Responsibilities



  • Directs the overall Credit Union’s regulatory compliance program including the oversight of the Compliance department staff and responsibilities. Develops and maintains a culture of compliance within the Credit Union to ensure organizational alignment with regulatory requirements and ethical standards. Responsible for the oversight of the development, implementation, monitoring, and control reviews to ensure compliance with all rules and regulations.

  • Evaluates the impact of existing and new regulatory changes as well as legislation. Provides oversight of Credit Union forms and disclosures. Reviews and ensure all Credit Union advertising adheres with regulations and laws. Ensure all procedures and policies align with regulatory requirements, consumer/public interest laws, and NCUA guidance.

  • Directs the Credit Union’s risk assessments and oversees the implementation of the annual Risk/Compliance plan. Ensuring compliance control reviews are completed under established timeframes. Directs proper reporting to the Risk Committee/Board of Directors. Supports all regulatory examinations and external audits, as needed.

  • Provides oversight of the Bank Secrecy Act (BSA program) and serves the Blue FCU’s BSA Officer. This appointment requires approval by the Board of Directors.

  • Oversight of the Credit Union’s Bond and Insurance program. Ensuring all limits are appropriate and all coverages are bound in a timely manner.

  • Oversees the Enterprise Risk Management budget for their area and manages costs in accordance with the budget. This includes oversight of the physical security program and its costs.

  • Responsible for the development and maintenance of Business Resumption Plan and serves as the coordinator in the event of an incident. Responsible for keeping a robust plan up-to-date and for training and tabletop testing (at least annually).

  • Must comply with all company policies and procedures, applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control.



Knowledge and Skills


Experience

Eight to 10 years of similar or related experience, including preparatory experience. This includes an extensive knowledge of financial industry regulations and governing laws.


Education/Certifications/Licenses

A college degree. CUCE, NCCO, or equivalent certification required for the position. Must obtain necessary certification within 12 months of employment if not maintained at the time of hire. BSA CS certification preferred.


Interpersonal Skills

A significant level of trust, credibility and diplomacy is required. In-depth dialogue, conversations and explanations with customers, direct and indirect reports and outside vendors can be of a sensitive and/or highly confidential nature. Communications may involve motivating, influencing, educating and/or advising others on matters of significance. Typically includes subject matter experts as well as first level to middle managers.


Other Skills

Understanding and knowledge of Federal and State laws pertaining to Credit Union compliance, NCUA rules and regulations.


FULL TIME POSITION


Starting Range: $87,456.38- $97,745.37 


Full Range: $82,311.89- $123,457.83

Physical Requirements

Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 20 lbs. Must be capable of climbing / descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of travel by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must be capable of regular, reliable and timely attendance.


Working Conditions

Must be able to routinely perform work indoors in climate-controlled private office with minimal noise.

Must be able to perform job functions independently and work effectively either on own or as part of a team. Must be able to plan and direct the work activities of self and others. Must be able to read and carry out various written instructions and follow oral instructions. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be capable of dealing calmly and professionally with numerous different personalities from diverse cultures at various levels within and outside of the organization and demonstrate highest levels of customer service and discretion when dealing with the public. Must be able to perform responsibilities with composure under the stress of deadlines / requirements for extreme accuracy and quality and/or fast pace. Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
