The Senior Program Officer will provide administrative and technical support for the program team, with a special focus on media literacy and leading Training of Trainers possibly in Tunisia. The Senior Program Officer will also work on compiling, formatting, and proof reading of an already developed training curricula thematically focusing on critical thinking, digital literacy and media literacy.

The Senior Program Officer will lead the implementation of three subgrants with Libyan Civil Society Organizations, and will be required to monitor their progress and provide mentorship and capacity building where needed.

Your Background & Skills

  • Bachelor's degree in a relevant field.
  • A minimum of 5 years of solid professional experience in program implementation in the MENA region, preferably with experience in media literacy and previous work in Libya.
  • Excellent Arabic writing skills, proven ability to deliver training workshops in Arabic, ability to communicate professionally in English, and to contribute to internal and external reports.
  • Experience working with diverse institutions and organizations in the MENA region (preferably with Libyan organizations) across governorates.
  • Proven experience in training and facilitation with adults and youth.
  • Knowledge of monitoring, evaluation and learning strategies and approaches.
  • Knowledge of USG procurement policies strongly preferred.
  • Knowledge of media literacy and critical thinking approaches strongly preferred.
  • Knowledge of Libyan context and prior work with Libyan youth strongly preferred.
  • Advanced knowledge of Microsoft Office and social media skills.
  • Ability to work independently to efficiently meet deadlines.
  • Familiarity with U.S. Government grants policies and regulations preferred.
  • Positive attitude and willingness to support and assist colleagues.
  • You must have unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Support the Program Manager in all aspects of program implementation to ensure timely and accurate completion of deliverables.
  • Monitor the subgrants and subgrantees performance, provide high-level organizational skills and mentoring the subgrantees.
  • Contribute to design and implementation of program activities.
  • Lead the Training of Trainers with the program manager, possibly in Tunisia.
  • Work with the larger program team, including the subgrantees, to plan and implement the program’s local training components, including providing virtual support for the partners to implement local ToTs in Libya.
  • Contribute to project monitoring and evaluation, analyze results, and contribute to the program’s learning agenda.
  • Monitor and support field activities, including by supporting field facilitators and field coordinators
  • Contribute to budget management, monitoring, and compliance
  • Draft complex documents, including training materials, program reports and evaluations.
  • Contribute to office administrative and financial management, including leading procurement
  • Other programmatic and administrative duties as needed.
  • Work closely with a consultant who will map and analyze the disinformation targeting Libyans.
  • Lead in the preparation of and issuing the three subgrants to the network partners.
  • Monitor the implementation of activities of the subgrantees, and provide support, mentorship, and capacity building where needed. Attend regular check-ins with subgrantees and monitor their budgets and monthly reports.
  • Plan and deliver a four-day Training of Trainers in Tunisia- including, but not limited to, training materials, logistics, travel, accommodations.
  • Monitor the Learning Management System, and work with the development company for any adaptations needed. Lead in providing usernames and accounts for the youth participants on the LMS.
  • Lead in the Monitoring and Evaluation of the program activities- including the local Training of Trainers, and the local youth trainings that will take place in Libya.
  • Work closely with the network partners in implementing the local design thinking workshops.
  • Work closely with the network partners in implementing the local community initiatives in all three cities.
  • Lead in the procurement process including; identifying needs, getting quotes, drafting contracts, and uploading all to Concur.
  • Support in all aspects of the project’s MEL plan and ensure timely, accurate, and thoughtful completion of deliverables.
  • Collaborate with the team to ensure effective and consistent data collection and management processes for MEL across all components and program activities.
  • Write and distribute surveys to participants and partners. Carry out Key Informant Interviews and Focus Group Discussions as needed throughout the program.
  • Analyze data to capture and report on impact, lessons learned, best practices, and trends.
  • Support the Program Manager in quarterly internal and external reports, and the submission of required MEL indicators.
  • Significantly contribute to the writing, design, and adaptation of the curriculum
  • Lead in adapting the LMS, and new materials needed.
  • Lead in communications with the network partners, facilitators, and trainees.
  • Support the Program Manager in quarterly internal and external reports, and the submission of required MEL indicators.
  • To contribute in gathering information for proposals, cost extensions, or new phases of the program, including drafting sections of the narrative and attachments as needed.
  • To contribute to the research and drafts of proposals for similar IREX programs.
  • Contribute to administrative and financial tasks, including budgeting and procurement.
  • Lead in the procurement process including identifying needs, getting quotes, running SAM and Lexis Nexis checks, drafting contracts, drafting consulting agreements, and uploading all to Concur.
  • Managing invoices including checking them before program manager signature, collecting banking information, processing invoices on concur, informing vendors/consultants of payments. The program manager will provide specific budget lines to charge to.
  • Managing advances, opening and closing advances with all the required documentation with our finance director.
  • Mentor subgrantee partners and facilitators throughout the program implementation.
  • Provide support, feedback and input to both Jordan and U.S. colleagues as needed.
  • Other duties as assigned.
