Qualifications:


  • A bachelor's degree in accounting/finance is required; a CPA or MBA is preferred.

  • Extensive in-depth knowledge of Federal Fund accounting principles, procedures, and U.S. Government Standard General Ledger.

  • Minimum of 6 years experience onsite at a federal agency conducting A-123, IPERA, Internal Control, and/or Audit Readiness reviews.

  • Minimum of 6 years of experience conducting A-123, IPERA, Internal Control, and/or Audit Readiness reviews at locations outside of the candidate's regular workspace.

  • Minimum of 6 years experience in auditing/ audit readiness of Federal financial operations, including compliance reviews of federal financial processes.

  • Minimum of 6 years experience in reconciliation projects related to Federal financial operations, preferably associated with U.S. Treasury payment and collection processes and mediums, including Intergovernmental Payments and Collections (IPAC).

  • Extensive experience in directing and coordinating the work of subordinate staff in similar projects, relating issues to upper management, and communicating management's directions to subordinates.

  • Extensive knowledge and experience in automated financial management systems, including accounting and budget systems used by Federal Agencies, preferably Momentum-based systems.

  • Excellent oral and written communication skills

  • Excellent interpersonal relationship skills and ability to build and maintain effective relationships at all levels.

  • Ability to motivate others.

  • Proficiency in using Windows Office Software, i.e., Access, Microsoft Word, EXCEL, and PowerPoint.

  • Approximately 10% of travel required (CONUS and OCONUS)

Responsibilities:

  • Manage and led a team of Staff Accountants, Senior Accountants, EDP Senior Accountant, and Supervisory Senior Accountants in the FNIF, FNR, FNIR, FNAI, FNT, and FRB departments per the work plan requirements provided by the respective DEA task monitors.

  • Provide technical expertise to Agency personnel and management on accounting techniques and procedures, interpretation of guidelines and regulations, and application of basic management principles to promote uniformity, effectiveness, and knowledge of DEA's financial requirements to enhance fund control and accountability procedures.

  • Document internal controls, develop test plans, and test internal controls over financial reporting as required by OMB Circular A-123.

  • Process and procedure mapping (i.e., flowcharts).

  • Perform risk assessments.

  • Perform analyses and coordinate with DEA offices and external entities to obtain information required to perform related tasks.

  • Conduct compliance reviews and reports.

  • Provide recommendations for improvement when applicable.

  • Monitor the progress and prepare, or delegate preparation of, periodic progress/status reports, as established by DEA management.

  • Perform payment and document sampling and analysis and impact analysis related to IPERA, DEA's Recovery Audit Program (RAP) related to duplicate and erroneous payment processing, reconciliations, and data analysis.

  • Review revisions and documentation of Standard Operating Procedures.

  • Prepare required monthly reports and deliverables per the Contract requirements as defined by the DEA task monitors.
