ECS is currently seeking a Deputy Project Manager to join our Team and play a crucial role in assisting with managing and executing projects for our federal client. The ideal candidate will assist the Program Manager in planning, developing, implementing, and evaluating the programs within the contract and coordinating with various government and customer agency representatives to manage contract oversight effectively. The candidate must have experience in federal project delivery and demonstrate an ability to support program initiatives and objectives effectively. The ideal candidate will also have a strong background in project management, or business analysis, with a focus on delivering exceptional results for government clients. This position is currently remote due to COVID-19; on-site attendance at the client's Bethesda location will be required.


The responsibilities of the role include, but are not limited to:

  • Assisting the Program Manager in ensuring that all project activities are done in a timely, cost-effective, and efficient manner without compromising the quality of the performance and deliverables.
  • Building trust with government contract representatives and customer agency representatives.
  • Managing the performance of all administrative team members, including providing onboarding support, ongoing feedback, coaching, training, goal setting, delivering formal performance reviews, and team building. Ensure that Team Leads are fulfilling their role in the performance management of their direct reports.
  • Working with team leads, program manager, and HR to hire for any team openings: developing position descriptions for approval, conducting interviews, and completing all evaluations. Make or approve the Team Lead's hiring recommendations.
  • Regularly checking in with Team Leads to receive team status updates and/or resolve any risks or issues. Reviewing and approving any contractually mandated or requested reporting materials (i.e., monthly), deliverable reports, annual performance metrics, etc.
  • Identifying, developing, and applying industry best practices and standards to the execution and delivery of work products. Identifying current and future improvements to services provided and to the client division.
  • Implementing processes and policies, prioritizing projects and programs, and directing and overseeing an organization's planning function to promote organizational effectiveness.
  • Supporting the program manager with overall planning, direction, oversight, and contract administration.
  • Ensuring full compliance with contract requirements.
  • Allocating resources and setting schedules to accomplish program objectives, including quality, timeliness, and costs.
  • Implementing associated risk mitigation strategies.
  • Participating in program reviews and adjusting resources and schedules to accomplish programs.
  • Planning and adjusting work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity.
  • Facilitating continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrating problem resolution into ongoing work without losing workforce efficiency.
  • Accomplishing program and mission goals by relying on extensive experience and judgment.
  • Reviewing and preparing financial/budget reports, as needed.
  • Develop and update policies, procedures, and training resources in areas of general administrative services, travel support, meetings management, procurement, and publication services to support the provision of quality services by administrative support staff.
  • Performing other related duties needed to achieve ECS and/or customer mission success.



Required Skills:

  • Project management, management and supervisor skills.
  • Experience staffing, budgeting and scheduling.
  • Experience supporting a Federal agency, consultant experience preferred.
  • Excellent interpersonal and communication skills.
  • Excellent team building skills.
  • Skills in utilizing digital platforms for project management, file management, scheduling, interpersonal and group presentation and MS Office.
  • Ability to telework, possessing computer, phone, internet.
  • Drivers license and ability to drive as required for the position.

  • Public Trust security clearance.



Desired Skills:


  • Bachelors Degree and at least four (4) years of relevant experience or a high school diploma and eight (8) years of relevant experience.
  • Certified Project Management Professional (PMP) or will receive the PMP certification within a year of hiring.
