Job Description:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for performing duties in support of the City's local code enforcement program including enforcing compliance with City regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, and other matters of public concern.
Establishes schedules and methods for providing code enforcement services; identifies resource needs; reviews need with appropriate management staff; allocates resources accordingly.
Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
Research, drafts, and rewrites municipal codes; oversees and participates in the development of forms and processes utilized to address various issues.
Participates in the selection of code enforcement staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Participates in the preparation and administration of the code enforcement program budget; submits budget recommendations; monitors expenditures.
Performs the full range of code enforcement duties; performs a variety of field and office work in support of the City's local code enforcement program; enforces compliance with City regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, and other matters of public concern.
Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interviews complainant and witnesses; conducts investigations and provides recommendations for resolution.
Conducts field investigations; inspects properties for violations; attempts to make contact at the residence or business in order to resolve violation; issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedules and performs all follow up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issues administrative and parking citations and notices of violation as necessary.
Prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draws diagrams and illustrations and take photographs.
Prepares a variety of written reports, memos, and correspondence related to enforcement activities.
Patrols assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
Oversees and participates in the implementation of the City's graffiti abatement program; receives requests for abatement of graffiti; patrols the City, records location of graffiti, obtain and collect right of entry forms for graffiti abatement on private property; enters calls into computer system and track case progress.
Attends meetings and serves as a resource to other City departments, divisions, the public, and outside agencies in the enforcement of zoning regulations; provides research and documentation for meetings; interprets and explains municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement, research complaints.
Locates vacant residences and businesses; secures buildings with proper materials as necessary; posts the property as necessary; checks vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
Maintains records concerning operations and programs; prepare reports on operations and activities.
Attends and participates in professional group meetings; maintain awareness of new trends and developments in the field of code enforcement; incorporates new developments as appropriate into programs.
Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.
Performs related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THIS JOB

Operational characteristics, services, and activities of a code enforcement program; principles and practices of code enforcement including identification and investigation techniques.
Methods and techniques of code enforcement; legal aspects of code administration; principles of municipal budget preparation and administration.
Methods and techniques of research, business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications.
Principles of supervision, training, and performance evaluation; pertinent federal, state and local laws, codes and regulations.
Ability to: Supervise, direct, and coordinate the work of lower-level staff.
Select, supervise, train, and evaluate staff; participate in the management of a comprehensive enforcement program.
Participate in the development and administration of section goals, objectives, and procedures.
Interpret and explain City code enforcement policies and procedures; operate code enforcement equipment including City vehicle.
Operate office equipment including computers and supporting software applications, conduct site inspections for code violations.
Prepare clear and concise reports; manage sensitive and confidential issues; prioritize tasks and meet deadlines.
Respond to requests and inquiries from the public and resolve code related issues; analyze problems, identify alternative solutions.
Project consequences of proposed actions and implement recommendations in support of goals.
Research, analyze and evaluate new service delivery methods and techniques.
interpret and apply federal, state and local policies, laws and regulations.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

PHYSICAL DEMANDS
While performing the duties of this class, the employee is constantly required to sit and frequently stand, walk, talk and hear, both in person and by telephone; drive and operate a motor vehicle; use hands or fingers to handle, touch, or operate standard office equipment; and reach with hands and arms. The employee occasionally reaches for items above or below desk level, and lifts and carries records and documents, typically weighing less than 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
WORK ENVIRONMENT
Generally clean work environment with regular exposure to conditions such as rain, heat and strong winds, and limited exposure to dust, fumes, odors or noise. Travel throughout the City is required. While performing the duties of this class, the employee may be required to deal constructively with conflict and in developing effective resolutions.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
Exercise's supervision over Code Enforcement Officers.
