The Senior Finance and Operations Officer is under the supervision of the Center Manager and Deputy Center Manager and works in close cooperation with other team members. The candidate is responsible for the administrative and financial support of the program, including budget management, procurement, and payments. The Senior Finance and Operations Officer will support the program staff in preparing financial reports, accounting monthly report to IREX, maintaining currency flow control and office administration.

Your Background & Skills

  • Bachelor's Degree in relevant field
  • Minimum of 5+ years of progressive job experience
  • CPA or Relevant Certification preferred
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel)
  • Demonstrated very good communication skills and follow up
  • Demonstrated high attention to details

Your Daily Tasks

  • Supports the logistics of project training and other activities in a safe manner, as possible. Specifically, organize accommodations, transportation, airfare, training venues, and other necessary logistics for trainings and workshops. Coordinate with various service vendors (in and outside the country) to ensure successful completion of the training.
  • Monitors international and regional media daily to highlight events that may affect Center participants/activities.
  • Contributes to risk assessment as needed.
  • Participates in the development and implementation of the strategy for expansion and sustainability of IREX’s free expression risk mitigation practice area.
  • As the project expands to include the TOT activity, be available as needed to support beneficiary partners with finance-related mentorship.
  • Coordinates all subaward activities, including subgrant design, competition, due diligence, preparation of subgrant documents, administration, monitoring and closeout.
  • Maintains updated subgrant files and ensures that all subgrants are well-administered and implemented in compliance with the relevant donor rules and regulations, and IREX policies and procedures.
  • Supports activity budgeting in alignment with team workplan and in coordination with Center Manager, and keep the Center Manager up to date on the center budget, including projected spending, variance, etc. Responsible for preparing financial forecasts and providing input for recasts.
  • Meets with Desk Officer for budget related check-ins as needed.
  • Provides support for event logistics and payments as required.
  • In collaboration with Center Manager, maintains and manages records on program participants, including leading planning and managing vetting of prospective participants.
  • Assists in the preparation, and edit final versions, of weekly and monthly reports to HQ and other deliverables as needed.
  • Supports subaward management and provide finance-related mentorship to partners, as needed.
  • Assists in creating new budgets for additional program funding rounds and/or new business.
  • Responsible for establishing and sustaining financial systems, including internal controls and cash management, in alignment with IREX policies.
  • Implements financial policies and procedures, in alignment with IREX policies.
  • Responsible for establishing, maintaining, and reconciling the office ledger.
  • Ensures the correct budget execution.
  • Prepares, process, and reconcile cash and credit card purchases.
  • Maintains accounting records and submits monthly reports through iKnow and/or Concur as appropriate.
  • Keeps financial files organized, up-to-date, and accessible for auditors, etc., and in alignment with IREX policies.
  • On occasion and as directed, receive as a personal advance, distribute, and prepare, and collect cash acknowledgement receipts for participant M&IE, transportation stipends, and other activity-related expenses which are then reconciled.
  • Serves as compliance lead for the center and ensures compliance with donor, project, and IREX policies.
  • Maintains financial files and records updated and ready for audits and program reviews.
  • Ensures that all procurement is in compliance with local government, U.S. Government, and IREX regulations.
  • Ensures vetting of all vendors, participants, consultants, etc. and storage of results in alignment with IREX and project policies, and provides verification as requested by Center Manager or project management.
  • Ensures operational compliance with local laws, as well as U.S. Government and IREX regulations.
  • Prepares and submits acquisition requests for vendors, consultants, etc. through Finance’s latest system.
  • Supports procurement of vendors to choose the best option for purchases, collect comparable offers from vendors, and prepare procurement action memos. Ensure that all procurement is in compliance with local government, U.S. Government and IREX regulations. Develop agreements with IREX vendors in accordance with laws in the home country and IREX requirements.
  • Acts as a resource and be available to address questions and provide information related to the budget for the respective regional team, as requested.
  • Trains and mentor (new) finance and non-finance staff on financial processes, policies, and procedures.
  • Ensures center activities follow donor and IREX policies.
  • Responsible for being up to date on the latest IREX policies and serving as a resource to others on the team for support with compliance.
  • Ensures that all materials required for workshops are prepared and that meeting rooms are set up and equipped as designated by the training team.
  • Coordinates training on site including but not limited to disbursing cash payment to participants and help trainers when needed.
  • Prepares consulting contracts and modifications.
  • Tracks consulting contracts against days worked, manage deliverables due and review and prepare payments.
  • Provides administrative onboarding training for new consultants.
  • Translates/Interprets as able/needed.
  • Other support duties as needed.
