Job Description:

Nature of Work

FLSA STATUS: Non-Exempt


The Driver Training and Safety Lead works under the transit supervisor, oversees the work, training, and safety activities of bus drivers in the transporting of passengers. Coordinates, monitors, and completes driver training in compliance with state and federal guidelines. (e.g. DOT physicals, license expiration, etc.) Acts as an intermediary between the driving staff and administrative personnel. This position resolves transportation complaints or issues and make recommendations on retraining and performance. Additionally, may act as a liaison between the Fleet Maintenance contractor and Harford Transit regarding scheduling the proper maintenance of vehicles.


Incumbent serves as a backup driver, with responsibility for driving buses or other vehicles to transport passengers when required. Incumbent serves as relief dispatcher and may assist with farebox collection, as required.


Please note - $3,000 hiring bonus will be paid within your first 18 months of employment and you must remain employed for at least two years.
Examples of Duties

  • Oversees proper completion of daily driver pre-trip/post-trip vehicle inspections. Audits the process, documents, and reports defects to supervisor.
  • Assures completion of all necessary federal, state, and local licensing and compliance for drivers.
  • Conducts employee training to include: passenger assistance and techniques training, FCC 800 MHz radio procedure training, handicapped lifts/ramps and wheelchair securement procedures, defensive driver and vehicle safety training, and maintains and updates training library. Maintains the driver training records.
  • Inspect vehicles for safety and compliance and may take them in for repairs.
  • Conducts routine and unannounced driver evaluations and safety check rides with assigned drivers. Completes approximately 5 (1-2 per week) driver check rides (with documentation) per month.
  • Assists Administrative Supervisor with yearly Harford County equipment inventory for The Transit Asset Management Program.
  • Assists Dispatch Team in preparing all Harford Transit LINK assigned vehicles for annual DOT safety and mechanical inspection.
  • Attends Maryland Transit Administration training courses and other assigned training in order to maintain level of proficiency and expertise as a lead driver.
  • Assumes the duties and responsibilities of Transit Supervisor in their absence.
  • Assists with the investigation of accidents, incidents and customer complaints.
  • Assesses accidents and incidents and/ or potential emergency situations (i.e. breakdowns, accidents, etc.) for the purpose of resolving or recommending a solution to the situation.
  • Assist in the recruitment and selection of Bus Drivers
  • Oversee route changes or additions due to inclement weather conditions, road closings or similar occurrences.
  • Administer annual refresher training and post-accident remedial training
  • Possess the ability to brief plans, status, and updates on Driver's training to upper management and staff;
  • Other duties as assigned.


  • Minimum Qualification Requirements

    KNOWLEDGE, SKILLS, AND ABILITIES:



    • Knowledge of transportation and vehicle operations

    • Skilled in time management, critical thinking, communicating, and listening

    • Ability to work with others or independently.

    • Ability to be organized and work well under pressure.

    • Must possess the ability to operate commercial motor vehicles.

    • Ability to work effectively with managers and employees at all levels within Harford County Government and the general public

    • Ability to comprehend technical instructions on specialized equipment and their components.

    • Possess intermediate knowledge/experience utilizing Microsoft Office to include Word and Excel

    • Ability to communicate critical information with drivers which includes both oral and professional written communication.

    • Possess the ability to brief plans, status, and updates on driver's training to upper management and staff


    EDUCATION:

    Possession of high school or vocational-technical school diploma or GED Certificate.


    EXPERIENCE:

    One (1) to Three (3) years experience in a lead or supervisory capacity, preferred experience working in a transit or transportation and distribution type operations.

    AND

    Five (5) years of experience in driving large vehicles including transit buses.


    LICENSE:

    Possession of a valid Maryland Class "C" driver's license with no more than (3) points. Ability to obtain a CDL permit within 3 months of employment and obtain CDL "B" license with passenger and air brake endorsement within 6 months of employment.


    SAFETY:

    Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)
