The Export Control Officer (ECO) is responsible for the development, implementation and administration of the OSU export control program, in coordination with the Senior Export Control Manager (SECM) to support the OSU Enterprise for Research, Innovation and Knowledge. The ECO is a key point of contact for internal and external inquiries regarding export controls and assists the SECM in the oversight/monitoring of export control processes to promote and facilitate compliance with federal laws and Ohio State University policies and procedures.
In collaboration with the SECM and Export Control team, the ECO will be responsible for implementing best-practices in export controls including, but not limited to: development, oversight, management of record keeping aspects of the export control program; identifying export-control requirements in sponsored research; assessing international shipping and international travel for export compliance and licensing requirements; creating and delivering ongoing training, education and guidance to campus faculty and staff in export-related matters and managing Technology Control Plans (TCP), including drafting and security approval of TCPs and annual TCP auditing.
The Export Control Officer will be familiar with export controls and their regulatory framework in a research environment and have excellent oral and written communication skills. The ECO will need to engage with a wide range of university, government, and industry stakeholders and coordinate with OSU faculty and staff, including, but not limited to: tenured faculty, research faculty, undergraduate and graduate students, research staff, research administrators, department administrators, legal counsel, and other compliance personnel. The ECO will collaborate closely with the Office of Secure Research and the Office of Research Compliance on an ongoing basis to efficiently and effectively mitigate export control risks.
Required Qualifications:
Bachelor's degree in Engineering, Physical Sciences, Business Administration, Public Affairs or equivalent combination of education and experience. At minimum 4 years of relevant experience in research administration, export controls or research support. 4 years experience in implementation/oversight of an export control program in a major university or corporate environment; 4 years experience in contract review for export control clauses; experience in classification and jurisdiction determinations for technology, products, materials, equipment and software; experience in export licensing; knowledge of federal export control regulations including those pursuant to EAR, ITAR, OFAC, and National Security Decision Directive 189; ability to obtain and maintain US Government Security Clearance.

Desired Qualifications:
Master's degree in Engineering, Physical Sciences, Business Administration, Public Affairs. Sponsored research and compliance experience in higher education is highly desired; Extensive experience creating and implementing compliance strategies and technology control programs, highly desired; 4-8 years experience in implementation/oversight of an export control program in a major university or corporate environment; 4-8 years experience in contract review for export control clauses.
Desired Competencies to Be Successful:
Excellent project management skills and ability to work with others to establish comprehensive strategies with appropriate objectives, metrics and execution schedules is highly desired; extensive experience in academic research, research administration and compliance.

This position will contribute to the development, implementation and maintenance of policies and procedures that support faculty with international research engagements and ensure compliance with U.S. regulations and University policies as they relate to International Research collaboration. This position will report to the Senior Export Control Manager (SECM).
The targeted hiring range pay range is $69,400-$91,250. The offer for this position will fall within this range based on internal equity, unit's available budget, and the candidate's education and relevant work experience. We are open to considering candidates interested in hybrid arrangements.
