ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Division for Heart Disease and Stroke Prevention (DHDSP), National Center for Chronic Disease Prevention & Health Promotion (NCCDPHP), at the CDC, located at 4770 Buford Highway NE, Chamblee Campus, Atlanta, GA 30341 to provide services to satisfy the program management and analytical objectives for DHDSP.


SCOPE OF WORK

The Program Management Analyst will independently provide services to satisfy the program management and public health analyst objectives for DHDSP. The Program Management Analyst will apply routine qualitative and quantitative methods for assessing the efficiency and effectiveness of program policies, practices and procedures. This work will also involve providing program management support for all programs, including cooperative agreements, across the Program Development and Services Branch (PDSB).


MAJOR DUTIES AND RESPONSIBILITIES

  • Provide technical guidance to divisions and offices in the development of Request for Contracts (RFC) based on written guidelines and procedures provided by the division, Center and PGO.
  • Serve as an expert in the branch, to provide technical guidance on internal processes and procedures for preparing all acquisitions for funding. Acquisitions such as Contracts, IAAs, IPAs, and some Cooperative Agreements.
  • Ensure routine policies, guidelines, instructions, and procedures for program management requirements provided by the extramural coordinator are followed.
  • Provide guidance for where to find required documents. Instructions on how to enter documents in DHDSP extramural tracking systems, pull reports, and implementation of any new automation systems to improve internal program management operations within the Branch. Provided by the extramural coordinator.
  • Provide technical guidance to senior leadership, contract officer technical representatives, project officers, and subject matter experts within the Branch to facilitate the development of grant and contract-related documents which may include the development of supporting documentation for review, approval, and execution by Branch management provided by the extramural coordinator.
  • Compile data and prepare program management status reports for review at all levels. Reviews internal processes and procedures and proposes improvements to promote efficiency and cost savings.
  • Analyze and evaluate the effectiveness of program management operations in meeting established goals and objective and propose areas and methods by which efficiency of operations can be improved.
  • Utilize qualitative and quantitative methods to assess progress toward program goals and objectives.
  • Prepare reports and briefs based on program management activities.
  • Enter data into a variety of internal administrative systems and support services in the review, evaluation, and execution of funding packages to improve internal program management operations within the Branch.
  • Document entry into the extramural tracking tool, ICE, and ULO systems.
  • Serve as technical expert to branch deputies and employees on matters relating to extramural functions of the division.
  • Develop, track, and monitor branch fiscal year travel reports. Implement PGO policies, guidelines, instructions, and procedures for program management requirements.
  • Apply analytical techniques to facilitate the compilation of information and assess program management procedures within the office.
Requirements:

MINIMUM QUALIFICATIONS


Education and Experience:

  • Bachelor's degree in a relevant field with at least two years of experience in a relevant field, such as business administration and/or management, health administration, public health and/or health care administration, and project management required.

Required:

  • Experience related to heart disease and stroke prevention, or management of chronic health conditions strongly preferred.
  • Specific experience in public health or not-for-profit health/medical professional organization supporting program planning and budget administration, program development and management, and communications, publications preferred.
  • Ability to take ownership of work and perform independently.

Desirable:

  • Previous experience related to heart disease and stroke prevention strongly preferred.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.

REQUIREMENT: Must be a United States citizen or permanent resident or have authorization for employment in the United States.
