Job Description:

The Department of Health and Human Services is seeking a motivated individual to join our Children and Family Services Team and fill the role of Federal Aid Administrator I. This position provides ongoing monitoring and reviews of Subrecipients, who have been awarded State and/or Federal funds, to provide services throughout the State of Nebraska (Programs include Children and Family Services, Economic Assistance, Domestic Violence/Sexual Assault), to ensure fiscal compliance with signed contracts/subawards/agreements. This position ensures Subrecipient monitoring is being adhered to per federal regulations for all pass-through entities as outlined in 2 CFR-200.331. A pass-through entity must make case-by-case determination whether each agreement it makes for the disbursement of Federal program funds casts the party receiving the funds in the role of a subrecipient or a contractor. The Federal awarding agency may supply and require recipients to comply with additional guidance to support these determinations provided such guidance does not conflict with this section. Subrecipient Monitoring ensures the accurate and timely liquidation of federal funds. These procedures ensure the maximization of federal funding, reduces overspending of State General funds, reduces potential audit findings and repayment of federal funds.


The Federal Aid Administrator I as the Subrecipient Monitor will:


•Be responsible to collect and review monthly/quarterly invoices during the identified subaward time period, to ensure that all submitted expenditures are consistent with the approved budget/narrative (ensure expenses are allowable/reasonable/allocable per 45 CFR Subpart E-Cost Principles), before submitting for payment.


•Collect, track all applicable contract deliverables have been submitted, (i.e., monthly/quarterly/semi-annual/data reports, program descriptions/protocols, disaster plans, copy of single audit/financial audit, current insurance, etc.)


•Conduct an on-site review and desk audit at least yearly with each Subrecipient, or more frequently as determined necessary.


•Communicate and coordinate with respective Program Staff regarding: site visits, invoice/billing issues, compliance matters, process changes.


•Respond to internal, state, federal auditor inquires as needed.


Hiring Rate: $19.779


Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM; or as needed to meet the
needs of the work.


Dress Attire: Business Casual


Driving is Required.



Requirements / Qualifications:




Minimum Qualifications:High school education plus four years work experience significantly related to position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.



Preferred Qualifications: Three to five years' experience working implementation of Children and Family Services Programming, excellent history of written communication and history of creating policy, work instructions and regulations.



Other:Valid driver's license or the ability to provide independent authorized transportation.



Knowledge, Skills, and Abilities



The Subrecipient Monitors have to be able to collect and analyze systematic data. The ability to engage stakeholders in order to ensure compliance and accuracy in billings, spreadsheets, data reports and invoices. This position requires the ability to adapt to changing situations that occur through the federal and state standards that are being monitored for compliance. Must show the ability to effectively monitor several agencies at any given time, commitment at all levels, sustainability, effective communication, and flexibility.
