The Riverside County Department of Waste Resources has multiple openings for Engineering Aide, Technician I, or Technician II at the Lambs Canyon and/or Badlands landfill sites.

The Engineering Aide or Technician will perform related field work at their assigned landfill and at closed landfills. Typical duties include: inspecting closed landfills for compliance with applicable state and local regulations, construction inspection of public works contract projects for compliance with plans, specifications, County standards, and regulatory requirements; and assisting professional Engineering staff with preparing plans and cost estimates for public works construction projects, including performing calculations for soil volumes, available disposal capacity and expected site life using Computer-Aided Design and Drafting (CADD) mapping software such as MicroStation, Inroads, AutoCAD, Autodesk Civil 3D, and Geographic Information Systems (GIS) software applications.

Other field work may also include performing sub-professional field survey and setting construction stakes using Trimble GPS equipment and preparing construction daily reports. Office Duties may include utilizing CADD programs to draft maps and drawings with topography, geometric alignments and cross-sections.

Competitive candidates will have sub-professional engineering field experience working at a sanitary landfill or in a related public works setting, and drafting experience utilizing MicroStation/Inroads and/or AutoCAD/ Autodesk Civil 3D software applications. The most competitive candidates will possess comparable Public Works inspection experience.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The selected candidate will perform office/field work at the Badlands Landfill, Moreno Valley Headquarters, Lambs Canyon landfill and will be required to drive to various locations throughout Riverside County including Beaumont and the Desert sites. .

EXAMPLES OF ESSENTIAL DUTIES
Engineering Aide:
• Act as rear chain or rod worker on a field survey crew, including using tapes and chains in make horizontal and vertical measurements, make simple survey notes, set monuments, clear brush, and stock trucks.

• Make traffic counts, census surveys and sign inspections, including collecting and recording data and making diagrams of intersections and accident scenes; collect materials samples, and make and keep notes and records of routine laboratory tests such as relative compaction, sand equivalent, specific gravity, grading analysis, and environmental analysis.

• Set up and maintain hydrologic metering and recording equipment, and collect groundwater samples for chemical analysis; make simple tracings, diagrams and drawings.

• Learn to tabulate and plot field survey data and to read, interpret and prepare contour and land maps; index and file records.

• Provide routine information to the public.

Engineering Technician I/II:
ENGINEERING:

• Make topographic, cross-sectional and profile drawings and maps using manual or computer aided techniques; prepare preliminary construction drawings and tracings from survey notes and other materials; index and file maps, drawings and other engineering records.

• Take and prepare field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.

WASTE DISPOSAL:

• Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access, and ecological impact.

• Participate in the sampling, inspections, monitoring, and construction of gas collection systems, including flare stations and gas-to-energy systems, and ground/surface water monitoring systems at landfill sites; participate in air quality sampling.

• Assist site engineer in survey support of daily landfill construction.

• Assist in construction inspections for public works construction projects.

FLOOD CONTROL:

• Perform field or laboratory physical tests of soils and other materials; conduct traffic census surveys, special traffic counts, signalization studies, radar speed checks, and traffic movement studies.

• Field check roads for needed signals, signs, markings, and legends and update inventory; gather field data and make calculations relating to stream flow, precipitation rates, and water quality.

• Operate current metering and other hydrologic data equipment.

• Tabulate and analyze data collected and prepare reports.

• May assist in inspection of construction projects.

SURVEYING:

• Under close supervision, perform a variety of field and office sub-professional surveying work.

• Field Duties: Work as head chain and rod worker on a survey crew; measure and record distances and elevations; perform level, total station and GPS survey work; set stakes and monuments.

• Serve as instrument technician on a trainee or relief basis; clean and care for instruments and tools; check survey truck to ensure it is fully stocked and equipment is in order; prepare simple field notes.

• Office Duties: Assist in conducting title and property ownership research; learn to prepare less complex legal descriptions and documents following established procedures.

• Search for data from survey notes, recorded maps, records of surveys, filed deeds, and property descriptions; draw plans, profiles and cross sections of streets or other improvements from surveyor's field book or other specific sources.

• Plot tract and parcel maps; review, research and process street name requests; assist in the preparation of final designs or drawings.

MINIMUM QUALIFICATIONS
Engineering Aide: $43,782.90 - $62,131.22 Annually
Knowledge of: Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work.

Ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.

Engineering Technician I: $51,541.31 - $80,957.40 Annually

OPTION I

Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II

Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience.

Engineering Technician II: $64,132.95 - $89,998.66 Annually

OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.

OPTION III
Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

ALL OPTIONS
Knowledge of: Mathematics including algebra, geometry and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.

Ability to: Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.

The selected candidate will perform office/field work at the Moreno Valley Headquarters, Badlands Landfill, or Lambs Canyon landfill and will be required to drive to various locations throughout Riverside County including Beaumont and the Desert sites.

Physical Requirements: The Engineering Aide or Engineering Technician will work outdoors and will be exposed to inclement weather conditions, smells, animals, and insects. Some hiking, walking, uneven terrain.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
