This position oversees the safe, efficient and reliable operation of commuter rail services, ensuring compliance with all federal, state and local regulations, including those set by the Federal Railroad Administration (FRA). This leadership role is responsible for managing daily operations, driving continuous improvement in service delivery and ensuring a high level of customer satisfaction.

Duties & Responsibilities:    


  • Lead and support a team of manager/supervisors and operational staff, fostering a positive work environment. Conduct performance evaluations, set goals, provide coaching, and manage recruitment, training, and retention efforts.

  • Direct and manage all aspects of commuter rail service delivery, focusing on train movement, scheduling, and customer service. Ensure compliance with FRA regulations, implement strategies for operational improvement, and address daily challenges to enhance service reliability and efficiency.

  • Ensure high customer service standards, address concerns effectively, and build positive relationships with stakeholders, including local governments and community organizations. Represent the commuter rail division at various public and industry events.

  • Develop and manage the transportation budget, monitor financial performance, and implement cost-saving measures. Oversee contract management and procurement processes to ensure effective use of resources.

  • Contribute to long-term strategic planning for commuter rail operations, aligning departmental goals with organizational strategic initiatives. Monitor industry trends and recommend innovations to improve service delivery and operational efficiency.

  •  Perform all other job-related duties as assigned.

Qualifications:    


  • Bachelor’s degree in Transportation, Business Administration, or a related field. A Master’s degree is preferred.

  • Minimum of 7 years of progressively responsible experience in commuter rail operations, including experience as a manager, with at least 3 years in a leadership role.

  • Experience with FRA regulations and standards, with the ability to interpret and apply them to daily operations, is required.

  • Proven experience working in a unionized environment, including handling grievances, negotiating with unions and managing labor relations.

  • Strong leadership and management skills, with experience in leading diverse teams in a high-pressure environment.

  • Excellent communication and interpersonal skills, with the ability to interact effectively with employees, customers, and external stakeholders.

  • Ability to work in a fast-paced, dynamic environment with a flexible schedule, including nights, weekends, and holidays as required.

  • Willingness to travel as needed to oversee operations and attend meetings or conferences.

  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.

  • Proven ability to manage budgets, control costs, and optimize resources.

  • Proficiency in the use of technology and software systems related to rail operations.

  • Proficient with Microsoft Office Suite.

  • The employee must occasionally lift and/or move up to 20 pounds, and will work in a typical office setting and may travel to other office locations in the general Denver area.

  • While performing the duties of this position, the employee is occasionally exposed to moving mechanical parts, moving trains, outside weather conditions, and the noise level in the work environment is usually moderate to high.
