Who is NTE Mobility Partners and LBJ Infrastructure Group? The North Tarrant Express was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. With an Average Annual Daily Traffic (AADT) of 200,000, this Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County. The LBJ Express is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. With an Average Annual Daily Traffic (AADT) of 270,000, it is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, approximately three months ahead of schedule, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.




Job Description:




The Quality Manager has the responsibility and authority to ensure the establishment and maintenance of documents and change control processes and systems for compliance with the ISO 9001: 2015. He/she would also be responsible for Quality Management System (QMS) requirements and the Quality Management Plan (QMP) during the operation and maintenance period for LBJ and NTE Segments 1, 2, and 3. Additionally, he/she will support the management of all QMS (e.g. policies, procedures, etc.) using an online platform designated to help store, access, and manage data from one place.



Essential Functions:



  • Implements and develops LBJ's, NTEMP's and NTE Segments 3 Quality Management System


  • Develop, review, and maintain, with the support of all company departments, the Quality Plan, Policies, and Procedures in accordance with the QMS and ISO 9001:2015


  • Advise project COOs and the rest of the Concessionaire's team on the state of the Quality Management System, audit results, procedure implementation, and corrective actions.


  • Coordinate and attend any Quality Management review process in order to assess the effectiveness of the Quality Management System making adjustments as deemed necessary.


  • Prepares and leads internal audit schedules, initiates timely such audits, and prepares reports for management's follow-up. Document internal and external audits in OnQuality.


  • Conduct Quality Assurance activities for third parties including observation and test observations.


  • Develop and lead continuous improvement initiatives


  • Assist in investigating complaints and non-conformities and recommend corrective action. Develop NCRs and Corrective Action Reports and ensure closure of the action items.


  • Responsible for the maintenance of On-Quality tool used as electronic document control, internal and external audit repository, and continuous improvement tracking, among other important eQMS features.


  • Review and ensure good documentation practices (GDP) compliance with respect to QMS and operation & maintenance related records and documentation.


  • Serve as the QMS documentation SME, providing guidance to colleagues regarding the requirements, adequacy, and compliance status of documentation and records related to QMS.


  • Subject Matter Expert with all LBJ's, NTEMP's and NTE Segments 3's Quality Procedures. Develop a good understanding of procedures and requirements for the rest of key Departments.


  • Subject Matter Expert on the Contract Agreements for Operation and Maintenance for the Concessionaire. These include Comprehensive Development Agreements (CDA) and Facility Agreement (FA). Ability to search CDA and FA requirements upon request.


  • Subject Matter Expert providing review and updates on the Project Management Plan (PMP) and Facility Management Plan (FMP). Ability to search PMP and FMP requirements upon request.


  • Lead the annual PMP/FMP update process with Project COOs and Concessionaire's Team.


  • Track and update Independent Engineer (IE) and TxDOT PMP and FMP Comment Logs, track PMP/FMP action items from all Departments and ensure Comment Logs are completed and delivered timely and accurately. Work with other department to ensure the comment from other departments are being provided on time.


  • Support and assist the HSEQ Director during the monthly Operations Meeting with TxDOT.


  • Track and ensure the HSEQ Department requirements as stated in the CDA/FA and PMP/FMP are being timely met. Assist the HSEQ Director in the tracking of these requirements and provide guidance to other Departments.


  • Using OnQuality, timely launch and close the Compliance Campaign. Track and conduct the Verification of the required sample of Certifications and provide frequent updates.


  • Oversee the Corporate Risk Map Tool and update the tool during in accordance with corporate requirements.


  • Oversees department Objectives and KPIs.


  • Lead Document Control of CDA/FA reporting requirements to and from TXDOT. Responsible for the transmittal between the LBJ's, NTEMP's, and NTE Segments 3 and TxDOT on the CDA/FMP reporting requirements from all Departments through the Document Management tool, also known as Document Locator or EDMS.


  • Ensure that the appropriate personnel receive training on the Quality Management System, Quality Onboarding, and overview of the PMP/FMP and their chapters.


  • Serve as liaison with TXDOT representative(s), IE staff, and Concessionaire regarding quality-related matters.


  • Advises the HSEQ Director on audit results, corrective action, and changes to procedures.


  • Responsible within the LBJ's, NTEMP's and NTE Segments 3 regarding all aspects related to quality assurance.


  • Advise and liaise with other departments in identifying the need for training in Quality.


  • Co-authoring documents and change control-related procedures and training presentations.


  • Ensure requirements for the Contractor Performance Management Process are met.


  • Track requirements and provide final reports for the submittal of 129-Coordinator requirements.


  • Oversees the Document Management requirements from all Departments through the electronic document management tool (Document Locator). Coach Department Heads on the proper Document and Record Control requirements.


  • Supervise the position of Document Control Coordinator


  • Project manager for the Quality Department's continual improvement initiatives, as instructed by the HSEQ Director.


  • Fulfills the duties assigned to the Quality Supervisor.





Qualifications (Knowledge, Skills & Abilities):

Education & Experience:


  • Bachelor's degree in construction management, civil engineering, information technology management, or a related field is preferred


  • 4+ years' experience in QMS and electronic quality management systems.


  • Experience with TxDOT's CDA and FA requirements with other Concessionaires is highly desired.


  • PMP and FMP Process Update experience is preferred.


  • Knowledge or certification with Quality Management System ISO 9001: 2015 and ISO 9001 are preferred.


  • ISO 9001:2015 Certified Internal Auditor, is highly desired.


  • Manager of Quality/Organizational Excellence certification, preferred.


  • Electronic Document Management System experience. Document Locator, preferred.
