Role description:

Arcadis is seeking an experienced Senior Environmental Permitting Manager to join our Enviro Socio Permitting team to support and group our expanding business in the Pacific Northwest across a range of sectors, including linear utilities, oil and gas, mining and renewable energies. The successful candidate be engaged in both client development, through project delivery and the management and growth of new and existing client relationships. The position will require a candidate to work collaboratively with a diverse team and have the capacity to balance varying priorities. Arcadis offers a flexible working environment and follows a hybrid work structure. A successful candidate can expect to work remotely and from the office, as needed, based on demands of project and client teams. Occasionally, there will be the need to conduct or lead site reviews with regulatory agencies and clients in relation to project planning and permitting reviews, with associated periodic travel (approx. 10-15%).

Role accountabilities:

As a Senior Environmental Permitting Manager, you will lead diverse teams of scientist, engineers, and planners to successfully execute environmental permitting projects for oil and gas renewable energy, and linear utilities. You will lead project teams in developing permitting strategies, and coordinate with clients to ensure successful project outcomes. Therefore, it is expected that you have demonstrated experience with federal laws and regulations, including the Clean Water Act, the Endangered Species Act, and the National Environmental Policy Act (NEPA); and an understanding of Federal Energy Regulatory Commission (FERC) regulations. In addition, the ideal candidate would be familiar with state regulations, including, but not limited to, Washington State's Joint Aquatic Resources Permit Application process, Hydraulic Project Approval and State Environmental Policy Act review, as well as the Oregon Department of State Land's Removal-Fill Permit. Additionally, you will provide senior level quality assurance/quality control for client deliverables, including agency consultations and permit applications.

In this role, you will also be involved in supporting the growth of new and existing client relationships in conjunction with business development leaders and account leaders. This will include leveraging existing client relationships, supporting client account teams, and leading pursuits and proposal opportunities (development of scopes of work and cost estimates).

Qualifications & Experience:

Required Qualifications:


  • Bachelor's degree in environmental science, biology, ecology, or similar environmental discipline.
  • Minimum of 8 years of experience managing environmental permitting projects in the western United States in the environmental consulting industry.
  • Proven project manager who is schedule-driven, with experience estimating and managing costs and delivery of environmental planning projects.
  • Significant experience with the development of permit applications and permitting strategy with state-specific experience in Washington and Oregon. Experience consulting/working with the U.S. Fish and Wildlife Service, National Marine Fisheries Service, Bureau of Land Management and United States Forest Service, is preferred.
  • Working knowledge of FERC regulations pertaining to the oil & gas sector.
  • Experience leading teams and working in collaboration with scientists, engineers, archaeologists, and other specialists in developing environmental documents for environmental projects.

Preferred Qualifications:

  • Master's degree in Environmental Planning, Environmental Management, Natural Sciences or related field
  • Experience supporting client development including identifying opportunities, developing and maintaining client relationships, and leading proposal development including the preparation of scope of work and project budgets
