Education: Bachelor's degree in social service, child welfare, health care, criminal justice, and/or administrative related field. A Master's Degree is preferred.



Experience: Minimum 3-5 years' regulatory and/or compliance experience (communication and enforcement of compliance related issues). Minimum of 2 years' experience conducting field investigations.


The candidate must have excellent written and verbal skills, be proficient in researching, interpreting, and analyzing diverse data, and possess the ability to work collaboratively and independently to achieve stated goals on deadline. Experience using online data compliance tools is highly desirable. Bilingual a plus.



Summary:


The Quality and Compliance Specialist is an integral part of a team responsible for the successful implementation and oversight of a robust regulating division with a key focus on residential services. This position is primarily responsible for conducting child abuse/neglect investigations of children placed in 24-hour childcare facilities on an as-needed basis. In addition, this position conducts inspections to determine the facility's compliance with related Texas Minimum Standards. The position promotes sound residential childcare principles in accordance with Texas licensing law, Minimum Standards and applicable Personnel Policy & Procedures.



Essential Functions:

1. Investigate referrals of alleged abuse/neglect of children placed within childcare facilities, as assigned.
2. Conduct investigations of potentially suspicious and/or high-risk cases and communicate with program's leadership, as needed.
3. Conduct physical plant inspections for compliance with Texas Law and Texas Minimum Standards, specific to General Residential Operations.
4. Conduct child/staff interviews, as assigned.
5. Document findings of investigations regarding abuse/neglect and compliance with Minimum Standards.
6. Enforce state and/or federal licensing regulations in a fair and equitable manner in accordance with Texas law and applicable policy and procedures.
7. Evaluate programs to ensure life, safety and well-being are being provided.
8. Provide childcare operations with information and assistance to improve their understanding of state regulations for childcare and improve their ability to meet those regulations and always exceed standards.
9. Identify and covey risk to operations with integrity and sound judgement.
10. Raise awareness of compliance as a collective responsibility of all personnel through effective engagement, training, auditing, and monitoring.



Measurable Deliverables:


1. Conduct investigations and assigned file audits in a timely (as defined by supervisor) and professional manner.
2. Complete investigative reports within the allotted time frame.
3. Submit documentation in a clear, well thought out and concise manner - identifying risk, gaps, and recommendations.
4. Conduct facility inspections, investigations, desk reviews and exit interviews with integrity and sound professional approach.
5. Conduct monthly trainings, as required.



Credentials, Skills, and Abilities:



1. Ability to anticipate potential safety risks and proactively address them directly with facility leadership.
2. Ability to assess immediacy of harmful situations, which might result in injury or death to a child and take swift appropriate action [strong assessment & response management skills].
3. Maintain a current working knowledge of applicable laws, regulations, and industry guidance that affect the overall compliance of operations, including federal and state reporting laws.
4. Ability to travel for extended periods of time with short notice.
5. Establish strong relationships with key internal stakeholders to understand current and future compliance needs.
6. Pass a pre-employment drug screen and random drug screens throughout employment.
7. Possess a valid driver's license, work eligibility status and excellent driving record.
8. Pass a pre-employment and biennial criminal background checks.
9. Ability to manage resistance to regulation in a professional, non-defensive manner.
10. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics
b. Work collaboratively with other team members, service providers and professionals
c. Work in a high-intensity environment and always maintain emotional control and professional composure.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Possess strong and effective communication skills.
f. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team
11. Demonstrate a working knowledge, understanding and interpretation of all Texas Health and Human Services Minimum Standards for General Residential Operations, the Texas Family Code and other laws and regulations related to children and their care such as the Texas Child Care Licensing Act.
