Job Description: YRCI is seeking full-time Project Supervisor to support our Human Resource (HR) Remote Operations Center (HRRO), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! The Role: Serve as a contract Supervisor over high-profile and high-volume staffing, classification, and processing activities for a designated HRROC customer. Oversee staffing specialist, classification specialist, processing specialist and medical assistant Serve as the primary Point of Contact (POC) for the client Project Manager (PM) and Contracting Officer's Representative (COR). Prepare for, and attend, regularly scheduled and ad hoc meetings; serve as a POC for staff and clients to resolve escalated issues. Direct, motivate, and guide team members toward mission and goal accomplishments; use knowledge and experience to support the Quality Control (QC) process; review work of others, provide constructive corrections and recommendations for improvement as method of on-the-job training for less experienced staffing professionals. Conduct day-to-day problem and issue resolution, including QC; ensure data integrity of workflow tracking required to pull reports; oversee all aspects on classification activities. Work independently and effectively in a remote environment without face-to-face contact with customers, supervisor, and peers. Write and conduct performance appraisals; with support from HR and HRROC Management, handle performance and discipline issues. Manage timekeeping and approve Paid Time Off (PTO). Position Management and Classification Provide position management advice that considers business operations efficiencies. Combine like work; restructure supervisory ratios; shift time and effort from low to high-value work through the elimination of unnecessary requirements; burden reduction; optimize and streamline; and workload automation. Draft Standard Operating Procedures (SOP) procedures for position management; train HR Specialists within the agency on management activities for their implementation; deliver draft documents to the Director of HR for review and comments. Review all Position Descriptions (PD) for the agency; revise as needed to ensure the work described is the work being performed and appropriately graded as determined by the factor analysis. Abolish existing PDs based on review findings when PDs are no longer being used. Draft SOPs for position classification and conduct desk audits. Work with agency to build a PD library and PD templates that will be used in Monster Government Solutions (MGS); upload all PDs into MSG system. Collaborate with Federal managers and executives to help them navigate the Federal classification process and providing advisory services at a high organizational level with the Federal Government. Staffing/Onboarding Serve as a contract Supervisor over high-profile and high-volume Delegated Examining (DE) and Merit Promotion (MP) recruitment activities for a designated HRROC™ customer. Serve as POC with Agency management; prepare for, and attend, regularly scheduled and ad hoc meetings. Serve as a POC for staff and clients to resolve escalated issues; direct, motivate, and guide team members toward mission and goal accomplishments. Use knowledge and experience to support the QC process; review work of others, provide constructive corrections and recommendations for improvement as method of on-the-job training for less experienced staffing professionals; day-to-day problem and issue resolution, including QC. Ensure data integrity of workflow tracking required to pull reports. May be responsible for QCing job analysis, assessment questionnaires, and documenting evaluation criteria in accordance with Agency requirements; review and adjudicate Veterans' Preference as claimed by applicants, review applicant qualifications for the full range of Agency occupations and provide written justification for the same, as requested. Oversee all aspects on client onboarding activities, including pay-setting and salary negotiations, accuracy and quality of job offers letters, and coding of personnel actions. Manage team and schedules to ensure workload coverage; write and conduct performance appraisals; with support from HR and HRROC™ Management, handle performance and discipline issues. Manage timekeeping and approve Paid Time Off (PTO). Processing Follow the Guide to Processing Personnel Actions (GPPA) and agency-specific regulations; code and process Standard Form (SF)-52s and related agency forms and documents manually and electronically to affect the full range of Federal personnel actions for Senior Executive Service (SES), General Schedule (GS), Federal Wage System (FWS), and other employee pay systems. Provide advice and assistance on technical matters related to employee records. Prepare reports; provide for custody and maintenance of Official Personnel Folder (OPF). Resolve personnel transaction errors by taking corrective action. Review and assign work from the processing queues withing 24-48 hours of receipt; processing spreadsheets and reports to ensure work is moving timely. Review and respond to email inquiries within 24-48 hours of receipt; emails from team members, upper management within YRCI, and upper management within Agency should be responded to with more urgency. Provide consultative guidance to internal and Agency employees to assist with resolving complex processing and payroll issues, escalating where needed. Research specific questions, coordinate with HR Specialists and resources, summarize facts and issues, and resolve issue with customers. Run daily Suspense Inquiry and Correction System (SINQ) reports and ensure complex issues are resolved.
