This an exciting opportunity to play a key role in supporting the DHS Office of Intelligence and Analysis by contributing to the efficiency and effectiveness of critical intelligence operations. We are seeking a highly experienced Program Manager to support the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A). This role requires expertise in organizational studies, operational efficiency, and intelligence domain knowledge to support the development of policies, strategies, and procedures aimed at improving DHS intelligence operations. The ideal candidate will lead and participate in organizational assessments, policy development, and program management to assist DHS in operating more efficiently and effectively. This position involves collaborating with key stakeholders across federal, state, and local law enforcement agencies, with a focus on process improvement, work simplification, and strategic program support.


Specific Responsibilities

  • Provide leadership to the program to ensure requirements are delivered in accordance with the program objectives.
  • Conduct organizational assessments, work simplification, and measurement studies to identify opportunities for operational improvements.
  • Develop and design systems, processes, and procedures that enhance DHS intelligence operations, supporting management in streamlining workflows.
  • Provide expertise in the development of policies, plans, and strategies for the DHS I&A, ensuring alignment with departmental objectives and goals.
  • Lead and oversee complex consulting engagements, managing project deliverables, timelines, and communication with internal teams and external stakeholders.
  • Assist in leading the evaluation, analysis, and implementation of systems and processes within DHS intelligence programs.
  • Facilitate engagements with federal, state, and local law enforcement agencies, promoting collaboration and effective communication between stakeholders.
  • Analyze program performance, generate metrics, and develop internal and external communications to assess the impact of intelligence initiatives.
  • Create high-quality work products including policies, procedures, strategies, reports, presentations, meeting minutes, and spreadsheets to support DHS I&A.
  • Analyze, evaluate, and implement process improvements to enhance program efficiency and effectiveness within the intelligence domain.


Requirements:
  • Bachelor's degree from a regionally accredited institution.
  • Active Top Secret clearance with SCI eligibility is required.
  • 12+ years of experience in management consulting or a related field, with a focus on organizational and operational efficiency.
  • Must have at least two years' experience working with state and local law enforcement agencies.
  • Must have experience providing support to federal programs, initiatives, and events.
  • Must have experience with SharePoint and Homeland Security Information Network (HSIN) and have a strong HSIN-Intel knowledge base.
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Experience with process improvement methodologies, strategic planning, and program evaluation.
  • Strong analytical and critical thinking skills, with the ability to identify, evaluate, and resolve complex operational issues.
  • Expertise in developing program performance measures and metrics, facilitating group training and feedback sessions.
  • Excellent verbal and written communication skills, with the ability to deliver high-quality reports, presentations, and program documentation.

Preferred Qualifications

  • Experience in the Intelligence Domain: Knowledge of DHS I&A operations, Homeland Security initiatives, and federal intelligence programs.
  • Certifications: Relevant industry certifications (e.g., PMP, Lean Six Sigma) are a plus.

Travel

  • Up to 10% Occasional travel may be required to attend meetings and events with federal, state, and local stakeholders.
