Job Description:

POSITION OVERVIEW

This position reports to the Senior Manager of Airfield Operations & Compliance and is responsible for overseeing and managing various airport programs and projects to ensure efficient and effective operations. This role involves strategic planning, coordination, and execution of airport initiatives, ensuring compliance with regulatory standards, and enhancing safety within the operation. The Airport Manager of Airfield Compliance will work

closely with airport staff, contractors, and stakeholders to achieve organizational goals. This role primarily supports the Airport’s Training Program, Airfield Construction Coordination, Wildlife Program, and Safety Management Systems that fall under Part 139 Compliance. Strong team building, leadership, and project management qualities are a requirement of this role. In addition, this role is also responsible for planning, training, budgeting supplies, coordinating schedules, and managing personnel, material, and physical resources to achieve operational and organizational objectives.

COMPENSATION: $85,000 annually

POSITION ROLES & RESPONSIBILITIES

Overall


  • Develop, implement, and manage airport programs and projects from inception to completion.

  • Lead for TPA Airfield construction projects from initial identification to completion, ensuring compliance and minimizing operational impact.

  • Ensure Safety Management Systems, Wildlife, and Training programs comply with federal, state, and local regulations and standards.

  • Maintain a flexible schedule and be available to respond to the airport needs on a 24/7/365 basis, including weekends, evenings, and nights.

  • Prepares a variety of documents for the purpose of documenting activities and administering assigned programs and resources.

  • Performs a variety of administrative duties in support of the department’s activities.



Airfield Construction Specific


  • Assist with airfield construction coordination to include facilitating the Weekly Airfield Look Ahead meeting.

  • Ensure upcoming/in-progress and completed airfield construction are compliant with Part 139.

  • Create airfield closure plans/diagrams/implementation tools to ensure successful setup and demobilization of work within the airfield environment.

  • Assist with developing and implementing construction safety and phasing plans for internal and external stakeholders.

  • Attend airfield construction-related meetings as needed as Operations lead.



Wildlife Specific


  • Support the FAA-compliant Wildlife Hazard Assessments, Wildlife Hazard Site Visits, and continual wildlife monitoring, following established guidelines and protocols.

  • Support and update Wildlife Hazard Management Plans, ensuring compliance with relevant federal and state wildlife regulations.

  • Maintain all necessary permits and complete required reporting for wildlife control activities.

  • Coordinate and collaborate with internal departments, external agencies, and airport tenants to align wildlife program initiatives and ensure effective wildlife management.

  • Conduct wildlife surveys, harassment, and control measures, including trapping, relocation, and, when necessary, lethal removal.  Deliver training sessions to airport personnel on wildlife management techniques, regulations, and best practices.

  • Perform daily airfield wildlife inspections, documenting findings and taking necessary actions to mitigate wildlife hazards.

  • Help coordinate the mitigation or elimination of hazardous wildlife habitats on airport property and surrounding areas.

  • Support the Deployment and monitoring of wildlife containment or dispersal equipment, ensuring proper maintenance and functionality.

  • Disperse wildlife hazards using approved methods such as vehicles, pyrotechnics, or other appropriate techniques.

  • Investigate and collect data on aircraft wildlife strikes, contributing to understanding wildlife-related risks.

  • Support the Tampa International Airport Wildlife Hazard Working Group Meetings.

  • Provides leadership to implement, review, evaluate, and update the TPA Wildlife Hazard Management Plan to ensure all recommendations, requirements, and resources are implemented or acquired to meet program goals and Part 139 compliance.

Part 139 Training Specific


  • Supports the Airfield Operations Team in maintaining compliance with FAA, 14 CFR Part 139 regulations as they relate to training.

  • Supports the Movement Area Training Program for both internal and external stakeholders, ensuring compliance with FAA, 14 CFR Part 139 regulations.

  • Support the development of educational programs designed to enhance competencies.

  • Supports the Airfield Academy Program to include development of materials, providing content, ensuring transfer of knowledge and updating/enhancing program.

  • Supports change management processes for training needs that influence Airfield Operations personnel or practices.

  • Supervises personnel through providing, guidance, training, and motivation to assigned staff; assigns, monitors, and reviews work; evaluates performance and initiates corrective action as needed.

  • Implements expectations and goals for trainees, to ensure operational efficiency and effective administration of unit.

  • Monitors workflow, data accuracy, and overall quality of work; assures processes and procedures are accomplished according to established guidelines. 

Safety Management Systems Specific


  • Provides innovations and ideas to continually improve the Airport Safety Management System Manual.

  • Creates adaptive process to ensures compliance with federal, state, and local laws, rules, and regulations related to SMS.

  • Demonstrates strong leadership skills and the ability to lead teams and gain commitment to promote the Airport SMS Program goals and initiatives.

  • Creates a proactive safety culture at TPA that is clearly communicated and accepted throughout all levels of the organization and with airport tenants and stakeholders.

  • Ability to support internal and external airport stakeholders conduct and implement safety programs including providing data, industry best practices, education, and outreach, and reporting requirements.

  • Represents the Airport in professional, industry group meetings; stays informed of industry trends and innovations related to the field of airport/aviation safety.

  • Attends training and collaborates with other airport managers to increase knowledge of industry standards, current practices, and emerging technologies to improve the Airport’s SMS Program.

  • Demonstrates proficiency in analyzing and evaluating multiple departmental programs, policies, and procedures as they relate to SMS.

  • Assists other departments or programs to prepare reports, maintain records, analyze data, and promote the continual improvement of the Airport’s SMS Program.

KNOWLEDGE, SKILLS & ABILITIES


  • Considerable knowledge of adult learning principles and training curriculum development

  • Knowledge of policies, procedures, precedents, regulations, and rules of the Airport Operations department.

MINIMUM QUALIFICATIONS


  • A Bachelor's degree and 2 years of commercial airport FAR Part 139 experience for a small, medium, or large hub airport as listed in the Federal Aviation Administration guide or a minimum of 5 years of commercial airport FAR Part 139 experience in a small, medium, or large hub airport or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary

    knowledge, skills and abilities to successfully perform the essential job duties. Experience must be related to airport management, operations, safety, and security.

  • AAAE C.M. and/or ACE Operations credential.

  • Valid Driver's License

  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.

  • Obtain and maintain position appropriate NIMS & emergency management training.

  • Maintain Ramp and Movement Area (MAT) driving privileges.
