Job Description:

Nature of Work


The Water Meter Mechanic I is responsible for monitoring and recording the volume and usage of water meters in an assigned sector. The employee will also install, repair, and test water meters so that water meters and related equipment are performing properly and providing accurate information.


The working hours for this position will be Monday - Friday, 7:00 AM-3:00 PM; however, as a critical employee, will be expected to be on-call 24/7/365 for emergencies. Employees in this class are required to work overtime and some night work. Flextime or scheduled rotation duties to cover a 6-7 day work week may be required.


An employee in this position is considered an essential employee and may be required to report to work during adverse weather in which the county declares a delay or closure.



Examples of Duties



(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.   • Reads meters on routes with a computerized device; reviews readings to ensure meter accuracy.

  • Installs residential water meters

  • Tests meters to ensure they are reading within AWWA standards

  • Operates AWWA-approved meter testing and repair equipment.

  • Investigate and checks suspected or reported meter malfunctions

  • Repairs and cleans meters and their components ensuring they are in proper working order.

  • Cuts off and restores water service as directed

  • Operates various Harford County vehicles, one ton or less, in accordance with safety standards.

  • Provides guidance and support to consumers as required, such as how to read water meters.

  • Learns how to research and maintain a computerized meter reading system

  • Other duties as assigned

Minimum Qualification Requirements



KNOWLEDGE, SKILLS, AND ABILITIES:


  • Considerable knowledge of the geography of the County


  • Ability to perform simple math computations


  • Ability to critically evaluate and analyze information in written materials.

  • Basic computer skills with the ability to utilize software, hardware, and communication devices to perform tasks.

  • Equipment maintenance and repair skills.

  • Ability to maintain composure, even in very difficult situations; ability to manage conflict and tactfully handle complaints and difficult situations.

  • Ability to communicate effectively, both verbally and in writing.

  • Organizational skills including the capacity to anticipate issues and prioritize tasks; the ability to manage multiple priorities or projects.

  • Ability to solve problems by analyzing information and using logic to address work-related issues and problems.

  • Knowledge and understanding of OSHA, DOT, EPA, DNREC, and safety codes, regulations, and requirements.

  • Ability to communicate with the public in routine matters.

  • Ability to exert up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to lift and move objects

  • Ability to stand and walk for prolonged periods of time; to climb, stoop, bend, reach, kneel, or sit depending upon work assignment


EDUCATION:


Possession of a high school or vocational/technical school diploma or a GED Certificate.



EXPERIENCE:



One (1) year of general laboring experience.



LICENSE AND CERTIFICATION:

A valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.



An employee in this class will be required to:

  • Complete a Water Distribution Pre-Certification Program within two (2) years of hire

  • Become certified and licensed with the Maryland Department of Environment within three (3) years of hire




WORKING CONDITIONS:

Subject to hazards of working at construction sites around equipment and on/or near heavily trafficked highways; exposure to adverse weather conditions.


Subject to flextime or scheduled rotation duties to cover a 6-7 day work week may be required.


Subject to work overtime, emergency conditions, or as circumstances warrant.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

ANNUAL LEAVE - Begin accruing first day of employment and cannot be taken until successful completion of probationary period, EXCESS of 40 DAYS [320 hours] will be deposited into an 106 Premium Reimbursement Account.




0 months - 3 years 1 day per month (12 days per year)


4 years - 9 years 1 ¼ days per month (15 days per year)


10 years - 15 years 1 ¾ days per month (21 days per year)


Over 15 years 2 days per month (24 days per year)

1 day is allowed after first month of employment

PERSONAL LEAVE - For new employees, personal leave is prorated according to schedule below, for the first year only. Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

MILITARY LEAVE - 3 weeks per year with no loss in pay for Reserve or National Guard Training, Active Duty and serving during emergencies.




CIVIL LEAVE - No loss in pay while serving Jury Duty.




RETIREMENT - State Pension System (7% employee contribution)

RETIREE HEALTH CARE INSURANCE BENEFITS-


Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit. This 105(h) Universal Reimbursement Account will only be able to be accessed upon separation of service and/or retirement whichever applicable.
