Essential Qualities
The EHS Partnership Specialist at Tulsa Educare is responsible for establishing and maintaining positive partnerships with Tulsa Educares Early Head Start Child Care Partnership grantees. The EHS Partnership Specialist will ensure compliance through direct and indirect services and provide coaching and mentoring. Partner Oversight


  • Develop a strong relationship with the EHS partners built on trust, support and follow-up

  • Ensure the EHS-CCP external partners meet the Head Start Performance Standards (HSPS), either through direct services or training, based on the Memorandum of Understanding

  • Develop systems and supports needed to maximize partner compliance with HSPS and all other relevant local and state licensing requirements

  • Conduct regular visits to each partner, including unannounced monitoring visits, at least once every two weeks

  • Ensure funded enrollment at all partner locations

  • Participate in the development of program policies, service delivery plans, and ongoing monitoring of program quality

  • Facilitate and/or schedule trainings necessary for partner staff to meet all HSPS and MOU requirements

Child Outcomes


  • Ensure all Education and Child Development Program Services, Transition Services, and Services for Children with Disabilities, and Family and Community Engagement Program Services HSPS are met, either through direct services or through training and support of partner staff based on MOU

  • Implement a predictable schedule of coaching through observation, goal setting, action plan implementation, and reflection

  • Lead, coordinate, and monitor the implementation of curriculum and assessment tools including child developmental screenings and Teaching Strategies GOLD

  • Work closely with consultants for child referrals including mental health and disabilities

Family Outcomes


  • Ensure all Eligibility, Recruitment, Selection, Enrollment, and Attendance (EPSDT) and Family and Community Engagement Program Services HSPS are met, either through direct services or through training and support of partner staff based on MOU

  • Develop, together with partners, a family engagement approach that meets HSPS. Ensure compliance with approach

  • Ensure completion of the annual Family Assessment and Family Partnership Agreement with each EHS enrolled family

  • Track and update documentation in ChildPlus

  • Together with partner staff, maintain high daily child attendance and work with families to maintain child care subsidy

Child Health


  • Ensure all Health Program Services HSPS are met, either through direct series or through training and support of partner staff based on MOU

  • Track and monitor child health compliance with the state Early and Periodic Screening, Diagnostic and Treatment (EPSDT) in ChildPlus

Other


  • Maintain and audit electronic child files to ensure completeness

  • Participate in regular supervision, team meeting, multi-disciplinary and staff meetings/trainings as required

  • Complete weekly and/or monthly reports

  • Assists with special projects, reports and other duties as needed

Knowledge and Skills

Broad knowledge and experience in:


  • Head Start Performance Standards, child development and community resources

  • Auditing of records and ensuring compliance with written or oral guidelines

  • Facilitation of groups with strong communication skills and successful interpersonal relationship skills

  • Developing collaborative partnerships and work in a team environment

  • Balancing and prioritizing multiple projects and priorities and following through to completion

  • MS Office skills, database software skills, organizational skills, efficiency skills and excellent attention to detail with a demonstrated commitment to completing assignments on a timely basis

Minimum Qualificationsl


  • Bachelor’s degree from an accredited college/university in Child Development, Early Childhood, Family Services or Social Work with three years’ of relevant early childhood field experience

  • Certification or willingness to become certified in Family Development, Program for Infant Toddler Care and/or CLASS Preschool and Toddler Train the Trainer and demonstrate knowledge in Environmental Rating Scales (FECERS) and Conscious Discipline

Other
Must possess a valid Oklahoma Driver License and satisfactory driving record and use personal automobile to travel to locations other than primary office (local traffic hazards). Ability to lift and carry up to 25 pounds. Regular and reliable attendance required
