This position is responsible for assigning and directing payroll staff for represented and salaried payrolls and maintaining the accuracy and scheduling of payrolls. Investigates and settles disputes involving possible errors and interprets requirements pertaining to pensions, benefits, the Collective Bargaining Agreement (CBA), FLSA and various payroll tax legislation.

ESSENTIAL:


  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance reviews, and holds employees accountable for performance of their responsibilities.

  • Establishes, manages, documents and implements payroll and related policies and procedures required by the organization, DOL, FLSA, and the Collective Bargaining Agreement(CBA) and oversees and schedules the preparation of payroll. Advises, researches and trains staff on proper application of laws, the CBA, payroll systems, and procedures.

  • Interprets and verifies personnel policies regarding salaried and represented payroll, payroll tax regulations and monitors current legislative changes related to payroll to insure compliance.

  • Audits the accuracy of employee pay, time off accruals and historical records in the payroll software program and prepares schedules and analyses for internal and external auditors. Oversees reconciliation of payroll-related control, resolves differences and prepares required payroll reports. Works closely with stakeholders to ensure the accuracy of Payroll G/L accounts and taxes.

  • Reviews payroll allocations to various departments or projects and prepares and provides status reports as needed.

  • Serves as employee time keeping system administrator for payroll related software applications and enhancements. Administers and maintains Ties and Kronos database and coordinates program changes and enhancements with internal and external programmers.

  • Responsible for system testing and production of payroll documents in Oracle, Workday, Kronos and Ties.

  • Maintains the integration and setup of multiple time keeping systems and payroll elements within the Oracle database.

  • Manages, administers, and reviews the preparation and distribution of the annual W2 reporting forms and oversees all report preparation. Ensures that W2 reporting software and forms have been tested to reflect annual Internal Revenue Service updates and changes. Ensures the Quarterly 941 taxes, SUI, Wage Reporting are reconciled, completed and filed.

QUALIFICATIONS:    


  • Bachelor's Degree from an accredited four-year college or university in Accounting, Finance, Business Administration or a closely related field.

  • A minimum of seven years of progressively responsible experience in a higher level payroll position for a medium or large organization, including experience with payroll in a collective bargaining environment.

  • A minimum of three years of supervisory experience

  • A minimum of five years of experience working with payroll software systems.

  • Experience with Workday and Oracle eBusiness Suite to include core HRMS-Payroll, OTL Administrator, and UPK applications, preferred.

  • CPP, Certified Payroll Professional, preferred.

  • Proficiency in internal controls.

  • Proficiency in federal, state, and local laws related to payroll including FLSA, Section 125, and deferred compensation.

  • Excellent problem solving and analytical skills, including the ability to research, analyze and reconcile payroll data.

  • Ability to manage and diffuse stressful situations.

  • Ability to provide excellent customer service when responding to customer inquiries or complaints.

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

  • Proficiency in federal, state, and local laws related to payroll including FLSA, Section 125, and deferred compensation.

  •  Proficient with Microsoft Office Suite.

  •  Ability to communicate effectively, orally and in writing.

  •  Ability to use sound judgment.

  •  Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

  • Experience with Union payroll processing preferred.

  •  An equivalent combination of education, experience, knowledge, skills, abilities.

Pay Range:

$92,003.00 - $129,954.50 Annual
