Serves as part of the senior leadership Human Resource team reporting to the Vice President and CHRO. This position is responsible for planning, developing, and implementing system-wide initiatives and strategies that support the management of multiple core functions.
Provides integrative leadership and direction in the management of multiple core functions including day-to- day oversight or indirect oversight of human resources services and various large-scale initiatives of assigned areas.
Provides direction of key aspects of Human Resources such as HR Business Partners; Compensation Practices, Classification Structure; Learning and Organizational Development, HR Finance, HR Information Systems, Leave Administration and related transactional responsibilities as assigned.
Directs and coordinates the activities of assigned HR directors and managers and their respective units, management, professional and support staff; establishes standards, evaluates performance, and monitors workload and productivity.
Provides direction and oversight in the development and implementation of employment strategies designed to minimize workplace disputes, and to foster a positive and productive work environment.
Develops short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures as it relates to assigned functional oversight this includes developing and delivering effective communication strategies to educate staff and faculty
Provides mentorship, guidance, and professional development opportunities to enhance team skills and capabilities.
Identifies opportunities to streamline and/or automate processes, procedures, organizational systems, HR services, customer experience, and data management.
May serves on multiple University planning and policy-making committees.
Maintains knowledge of current laws, regulations, and best practices to provides expert consultation and guidance to university leadership and constituents on HR best practices, policy interpretation, problem resolution, and compliance with state and federal regulations.
Ensures that policy, procedures, and standards governing human resources practices comply with all local, state, and federal regulations.
Develops and manages annual budgets.
Establishes and maintain various metrics and other measures of success as it relates to areas of oversight this includes utilizing data and analytics to drive insights and informed decision-making
Collaborates with HR and other key stakeholders to develop and implement effective programs that align the HR goals and initiatives while building strong partnerships across the university
Represents the HR department and may assume the duties and responsibilities in the absence of the CHRO, exercising judgment while advising or providing recommendations on behalf of the CHRO
Performs various miscellaneous job-related duties as assigned to successfully fulfill the duties of the position.

Required Education: Bachelor's degree in Human Resources, Business Administration, or related field, AND:
At least 10 years of experience directly related to the duties and responsibilities specified.
Skills:
Reviews, develops and implements comprehensive operations-related policies, practices, standards, procedures, and new strategies.
Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures including those related to Human Resources
Knowledge and understanding of the operations of an institution of higher education
Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions
Ability to exercise sound judgement in working with and on behalf of the Vice President and CHRO
Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data to leadership this includes development of creative solutions
Excellent oral and written communication skills and the ability to work effectively with a wide variety of people.
Knowledge of computerized information systems used in human resources applications
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments
Strategic planning and performance measurement skills
Ability to provide strategic guidance and counsel to clients in the assessment and development of existing and/or proposed programs and procedures
Knowledge of project management principles, practices, techniques, and tools.
Ability to foster a cooperative work environment
Proficient with Microsoft Office Suite or related software

Departmental Preferences:
Certification(s) in Human Resources and/or Compensation
Experience in Higher Education
Experience in Health Care
Experience with Service Contract Act Administration (SCA)
Knowledge of grant and government contracts
Experience developing and implementing compensation programs
Extensive knowledge and experience with varied Human Resource Information Systems (HRIS)
