The Manager OSG Regulatory's primary function is to manage the Operational Smart Grids (OSG) Regulatory responsibilities related to the long-term procurement strategy including the areas of Infrastructure & Compliance, Control Systems Automation, , Smart Metering and Telecommunications. This includes activities related to rate case preparation, submission and follow up data requests for all Avangrid's operating companies as well as Management Audit request coordination and tracking . Activities include leading a team and working with the OSG team to develop the roadmap of projects and programs to implement the long-term procurement strategy, project plan documentation and budget estimates though the navigation of the approval process and ensuring timely execution. This role will manage the day-to-day workload of the team. This position provides leadership and support across the OSG Teams to ensure continued progress, process improvements and day to day execution of activities in support of drivers such as reliability, speed, agility, flexibility, and performance.
Responsibilities
This position provides leadership and support to OSG Program Management Office in relation to Regulatory and the Long-Term Procurement Strategy as well as management audit requests. This position will contribute to metrics, goals and objectives supporting Avangrid Networks OSG financials, regulatory and procurement activities. Including activities that:
Ensure legal/regulatory requirements are responded to in a timely fashion according to regulatory and legal guidelines.
Keeps track of upcoming rate cases and leads planning efforts and witness preparation in anticipation of future requirements.
Follow applicable federal and state guidelines including NERC CIP compliance and rules and guidelines around sensitive information.
Development and execution of a long-term Procurement Strategy
Ensure projects and programs are well defined and have sufficient supporting documentations for approvals, execution and follow up information.
Develop reports, dashboards, and metrics for OSG Regulatory and Procurement
Enhance PMO team with advanced techniques and technologies such as automation of manual related efforts
Lead, develop, and maintain, procedure, rules standards, and guidelines
Oversee employees that are completing regulatory and long-term procurement activities
Understanding of data analysis, budget impacts, and accounting practices
Ability to define, manage and lead our initiatives to support regulatory activities
Liaison between OSG leadership team and regulatory, legal and any other stakeholder that might have a role during rate cases or management audits.
Skills and Requirements
Skills/ Abilities:
Strong communication written and verbal skills related to cybersecurity and other technologies
Strong understanding of Regulatory requirements
Understanding of Budget preparation and accounting guidelines
Ability to lead a team-focused with the proven ability to work effectively with diverse stakeholders

Desired Skills/ Abilities:
Experience in federal and state regulatory environments
Master's degree and 5+ years accounting, budgeting, data analysis, and purchasing experience (Preferred) or;
Bachelor's degree and 10+ years accounting, budgeting, data analysis, and purchasing experience or;
Associate degree with 15+ years accounting, budgeting, data analysis, and purchasing experience
Working Knowledge of utility related, budgets, reporting & regulatory, accounting, purchasing
Understanding of Accounting and Tax Practices and Regulatory Impacts to financials
Supervisory experience over staff, projects, or contractors
Advanced Microsoft Skills (Excel, PowerPoint, Power BI, Power Apps, Power Qry, Teams, etc).
Advanced SAP capabilities
Strong Technical writing capabilities
