HORNE's Government Services focus area is searching for a historic preservation specialist who meets the Secretary of Interior Professional Qualifications Standards to assist in implementing programs with federal grants that include housing, infrastructure, economic development, mitigation, and city/community revitalization.  Many of these grants are related to disaster recovery activities and specifically require preparation, review, and approval of Environmental Review Records and evaluations for funding for a HUD CDBG Program.  The position is for an energetic person who will be working on multiple projects simultaneously and has extensive experience supervising others.


Key Functions:  



  • Oversee and manage the Section 106 component of complex and high paced programs.

  • Collaborate with the Historic Preservation management team and programmatic teams to ensure projects progress in a timely manner.

  • Work with key stakeholders to avoid, mitigate, or to minimize potential impacts to historic properties.

  • Prepare and/or provide high-level quality control for Section 106 consultation documents.

  • Review executed Programmatic Agreements and ensure project compliance.

  • Assist with preparing and maintaining Standard Operating Procedures for internal Historic Preservation processes.

  • Research and identify complex program issues or problems.  

  • Make recommendations for and coordinate resolutions and improvements.  

  • Working with state and local governmental entities to ensure projects meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

  • This position is remote, with occasional travel to meet organizational and client needs







            Required Education and Experience



            • Must meet the Standard of Interior’s Professional Qualification Standards

            • 12+ years of experience with at least 8 in a supervisory or management role.

            • Extensive experience interpreting and applying local, state, and federal criteria of significance.

            • Experience preparing NEPA compliant Environmental Impact Statements, Environmental Assessments and Categorical Exclusions.

            • Working knowledge of CDBG or similar federally funded program(s).

            • Experience coordinating with regulatory agencies, stakeholders and subrecipients.

            • Fundamental understanding of procedural requirements including consultation, permitting, public engagement, and compliance monitoring.

            • Experience drafting policies and procedures, public notices, memorandums of understanding/agreement and other environmental documentation.

            • Experience in disaster recovery or emergency management setting is preferred.

            • Proficiency with MS Office, Adobe Pro, virtual meeting services and similar software programs.

            • GIS and data management/system of record experience is a plus.

            • Ability to analyze environmental documents, recommend courses of action to solve problems, meet client needs, expectations, and shifting priorities/timelines.

            • Ability to perform duties accurately and independently and to prioritize tasks and meet deadlines.

            • Effective written and oral communication skills.
