The Federal Reserve Bank of Minneapolis is seeking a Learning & Development Specialist II to join our Treasury Service training team. This individual will support our customer contact center and will be responsible for designing, delivering, and evaluating training programs to ensure that our customer service representatives have the skills and knowledge necessary to provide excellent customer service and meet business objectives. We are seeking a candidate who has strong content creation abilities, is comfortable working in ambiguity, and is an effective verbal and written communicator.

Treasury Services is responsible for aiding the Bureau of Fiscal Service with the Retail Savings Bond program. This includes inbound phone calls from the public regarding savings bond products, processing inbound mail of saving bond related requests, and examining/reviewing all requests.


  • Consult with operational functions to identify and analyze training needs; determine appropriate, feasible, and effective solutions; and recommend approaches, and deliverables.

  • Develop, design and deliver training sessions for groups or individuals in a classroom or work environment using a variety of training delivery methods, including eLearning, virtual, instructor-led classes etc.

  • Develop instructional materials and programs to meet business needs using industry development standards.

  • Determine and coordinate schedules and resources using a Learning Management System and other scheduling tools.

  • Monitor participant progress and performance, which may include conducting evaluations, administering assessment tools, and soliciting feedback from participants and others to update, revise and improve course content, delivery methods and overall training program effectiveness.

  • Stay current with industry trends, information, practices and technology.

  • Proactively identify and recommend opportunities to leverage technology and/or business solutions.

  • Maintain training records, manage content and update training materials using a learning management system and online assessment tools.

  • May coordinate the various vendors involved in delivering the training and monitor the service quality.

  • Complete special assignments, studies, proposals or other duties as needed or assigned.

Job Qualifications:


  • Bachelor's degree in a related area, such as organizational development, education, or communication; or equivalent combination of education or experience.

  • 3 years of experience in a related field required for Level II

  • Strong written and verbal communications skills, including the skills to facilitate all training events by managing a variety of participants and environments.

  • Experience in creating original content for clients or participants

  • Experience with advanced features of Microsoft Office Suite, expert in Microsoft PowerPoint. Experience working with document management and collaboration platform (such as Microsoft SharePoint) and with learning management systems (e.g., Saba Cloud) preferred.

  • Intermediate knowledge of virtual technology tool with the experience presenting in a virtual working environment and hosting/leading virtual meetings via WebEx (or similar).

  • Knowledge of Adobe Captivate, Articulate Storyline 3.x or 360, Adobe Premiere (or similar) for video editing, Adobe Audition (or similar) for audio editing, Adobe After Effects (optional).

  • Must be a U.S. citizen or lawful permanent resident alien with at least three years of legal residency

Additional Information:

* Salary range is $60,500-$75,682-$90,800. Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
