Job Description:

The Senior Director of Enterprise Data is responsible to oversee the design, build, operational management, and maintenance of our Enterprise Data Warehouse, Data Interoperability, and Data Operations platforms and teams. The Senior Director of Enterprise Data will ensure that our data infrastructure is robust, scalable, and aligned with the strategic goals of the organization. The Senior Director will lead three sub-teams, each managed by a dedicated Manager, and will work closely with various departments to optimize data processes and support data-driven decision-making across the organization.


This position will allow the successful candidate the ability to work remote certain days of the week. The employee will also be required to work onsite one to two days a week at the Alliance Home office (Morrisville, North Carolina).  


 Responsibilities & Duties


Manage and Develop Staff 



  • Work with Human Resources to attract, maintain, and retain a highly qualified and well-trained workforce

  • Ensure staff are well trained in and comply with all organization and department policies, procedures, and business processes

  • Organize workflows and ensure staff understand their roles and responsibilities

  • Ensure the department has the needed tools and resources to achieve organizational goals and to support employees and ensure compliance with licensure, regulatory, and accreditation requirements

  • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust 

  • Ensure all staff are treated with respect and dignity

  • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members

  • Work to resolve conflicts and disputes, ensuring that all participants are given a voice

  • Set goals for performance and deadlines in line with organization goals and vision

  • Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development

  • Cultivate and encourage efforts to expand cross-team collaboration and partnership


Lead Enterprise Data Warehouse, Data Interoperability, and Data Operations



  • Lead the overall strategy and execution of the Enterprise Data function

  • Oversee the Enterprise Data Warehouse, Data Interoperability, and Data Operations teams, ensuring they operate cohesively and efficiently

  • Collaborate with senior leadership to align data strategies with business objectives

  • Ensure the accuracy, quality, and timeliness of data and related deliverables

  • Drive innovation in data management methodologies and tools

  • Support the development and lifecycle management of data infrastructure and processes

  • Partners with the cyber security and infrastructure teams to implement proper security and risk related controls and frameworks across all in-scope platforms


Develop Unit Goals and Objectives



  • Develop and maintain strategies for data warehouse, data interoperability, and data operations to support business objectives

  • Ensure robust data governance and compliance with regulatory requirements

  • Present data insights and recommendations to stakeholders, including executives

  • Establish and maintain best practices and standards for data management and operations

  • Guide the creation and enhancement of data processes, ensuring they meet user needs and business goals


Lead Enterprise Data Tasks



  • Oversee the design and maintenance of the Enterprise Data Warehouse to ensure data integrity and accessibility

  • Implement and optimize data interoperability solutions to facilitate seamless data exchange

  • Manage data operations to ensure efficient data processing and availability

  • Partner with production support teams to increase automation and monitoring, simplify data operations, and increase resiliency between connected systems

  • Conduct scenario analysis and forecasting to support strategic planning

  • Lead the development of custom data solutions for complex business problems

  • Collaborate with IT and product teams to define data requirements and ensure successful implementation


Communication and Collaboration



  • Work closely with IT, Business Operations, Clinical Operations, and Member & Provider Service Operations teams

  • Partner with data engineers to ensure robust data pipelines and infrastructure

  • Collaborate with external vendors and consultants as needed

  • Facilitate cross-functional data initiatives and projects

  • Promote a culture of data-driven decision-making across the organization

  • Engage with product management teams to support the design, development, and deployment of data solutions


Develop Policies, Procedures, Processes, and Workflows



  • Monitors progress of area teams relative to established objectives and priorities. Manages performance and provides coaching as needed. Ensures that projects are delivered according to established Alliance policies and procedures

  • Adapts plans to meet service and/or operational challenges. Identifies and resolves technical, operational, risk management, and organizational challenges. Has full management responsibilities for teammates: hiring, disciplinary, coaching, terminating, performance reviews

  • Stay current with industry trends and advancements in data management and interoperability

  • Provide training and coaching to enhance data management skills within the team

  • Contribute to the continuous improvement of data processes and tools

  • Support ad-hoc data requests and special projects as needed

  • Represent the data function in internal and external meetings and forums

  • Assist in the productization of data insights and solutions, ensuring they are scalable and user-friendly


Minimum Requirements


Education & Experience


Required:


Bachelor’s degree from an accredited college or university in Data Science, Computer Science, Information Systems, Engineering, Business Administration, Accounting, Actuarial Science, Marketing, Mathematics or a related field with a minimum of seven (7) years of data management experience in with a minimum five (5) years in a leadership role.


Preferred:


Master’s degree in Data Science, Computer Science, Information Systems, or a related field is preferred.


Minimum of 10 years of experience in data management with at least 5 years in a leadership role.


Knowledge, Skills, & Abilities



  • Thorough knowledge of data management, data interoperability, and data operations tools (e.g., SQL, ETL processes, data warehousing technologies, etc.).

  • Thorough knowledge of healthcare data and analytics, including claims, clinical, and operational data.

  • Excellent communication and presentation skills with the ability to translate complex data insights into actionable recommendations.

  • Proven track record of leading and developing high-performing data teams.

  • Experience with data governance and regulatory compliance in the healthcare sector.

  • Experience developing training and development plans to ensure project success

  • Experience with Agile project management methodologies

  • Demonstrated experience in leading diverse teams

  • Experience conducting data analysis on databases/data sets


Employment for this position is contingent upon a satisfactory background check and credit check, which will be performed after acceptance of an offer of employment and prior to the employee's start date. 


Salary Range 


$135,795.00 to $226,325.00 USD/Annually 




Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
