Salary Range: $64,893 - $104,479

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

May manage, direct, and evaluate assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and department director; and trains staff in operations, policies, and procedures.

May organize, prioritize, and assign work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. 

Coordinates or manages assigned projects, programs, and activities; recommends, plans, administers, and evaluates policies, procedures, processes, systems, standards, and service offerings; and ensures projects are in compliance with priorities, goals, objectives, plans, specifications, agreements, contracts, policies, codes, ordinances, and regulations. 

Monitors project requirements, activities and services to ensure satisfactory performance and meeting of timelines; resolves problems; attends meetings; sets and monitors schedules; checks project progress; provides status updates and reports; and provides information and technical assistance to project team, county staff, contractors, vendors and other stakeholders.

Serves as liaison between department and department staff, team members, other departments, and outside agencies regarding projects and activities; represents department at meetings to provide department perspective; advises department and team of potential problems; and develops solutions and makes recommendations to address issues and problems.

Develops and implements strategic initiatives, plans, and systems for gathering, analyzing, and disseminating best practices knowledge and techniques to the organization; provides design and analysis expertise to improve operational efficiency and productivity; manages administrative aspects of assigned projects and activities; and evaluates and monitors progress against performance and quality measurements.

Monitors budgets of assigned projects; coordinates with assigned department in planning and cost estimating; prepares cost estimates for budget planning; provides justifications for requests; monitors and controls expenditures for approved projects; tracks expenditures and pay requests; processes purchase orders and invoices; and maintains related documentation.

Conducts training; writes and/or revises standard operating procedures and manuals; coordinates requests for information from the general public, media, county staff and elected officials; provides assistance to a variety of internal and external customers for information discrepancies, complaints, and other related information; and prepares and delivers reports, white papers, and presentations.

Supplemental Information Specific to Planning & Sustainability:

This position will report directly to the Deputy Director (Development Services) and serve as a project manager tasked with development, oversight, and/or leading multiple projects (independently or with a team); regulatory policy analysis; and policy implementation. The Senior, Special Projects Coordinator will perform complex technical, administrative, and professional work (e.g., data gathering/analysis, community engagement events, website updates, intergovernmental coordination, regulatory assessments/updates, and other duties as assigned) related to the Department’s community work program; Development Services Division priorities (i.e., land development, business/alcohol licensing, permitting, and building services); and coordinated activities with elected officials. This position will provide coaching and/or support to Planners, Engineers, Special Project Coordinators, Analysts, and Unit Managers positions. 

Minimum Qualifications:

Bachelor’s degree in Business Administration, Public Administration or a related field; five years of experience in project or program management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this classification.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license.
