This position manages Alliance’s NC Treatment Outcomes and Program Performance System (NC-TOPPS) Performance metric with NC Department of Health and Human Services (NCDHHS). This includes ensuring network providers adhere to timely submission of required NC TOPPS interview submissions, providing technical assistance and training to providers as needed, implement plans of correction when applicable, and timely monthly/quarterly report submissions to NC DHHS. This position is also responsible for ensuring the accuracy of Alliance member data in the NC TOPPS database. This includes data scrubbing reports for errors and comparing data in multiple databases to ensure data accuracy. This position also supervisors the NCTOPPS Assistant.
This position is full-time remote. Selected candidate must reside in North Carolina. Travel for onsite meetings and provider trainings at the Alliance offices (Wake, Mecklenburg, Cumberland) are required.
Responsibilities & Duties
Manage Department Policies, Procedures, and Standards
Maintain a quality assurance process to ensure accurate and timely reporting of data submitted by provider agencies to NC-TOPPS in alignment with NC DHHS contractual requirements
Maintain spreadsheet of provider performance and follow the established process and procedures for technical assistance and Plan of Correction for under-performing providers
Responsible for oversight of the Plan of Correction process
Ensure all Alliance providers and provider Super Users and Users are valid and accurate in the NC-TOPPS data platform
Submission of Alliance NCTOPPS Performance Measure reporting to NC DHHS within required timeframes
Assist with ADHOC data reports as requested from NC DHHS and other stakeholders
Network Operations
Report to Senior Director of Network Evaluation and Compliance Committee as appropriate the summary of NCTOPPS provider performance and Plans of Correction
Develop and maintain tracking of provider performance and Plans of Correction. Report findings to Senior Director of Network Evaluation
Manage and Develop Staff
Provide administrative supervision to NCTOPPS Assistant. Ensure that all personnel policies and procedures are followed during the hiring process and staff tenure
Ensure that staff receive orientation and training to ensure that they are knowledgeable about NC DHHS contractual requirements for monitoring provider NCTOPPS submissions, and all other applicable agency policies and procedures
Provide oversight to ensure that providers adhere to NCTOPPS submission requirements and timelines
Provider Training
Train, guide, and monitor network providers on utilization of the web based NCTOPPS tools and protocols
Coordinate and provide twice yearly in-person NCTOPPS training for providers
Provide ongoing technical assistance and training support as needed including additional provider training upon request for new provider staff, or as part of providers on-boarding of new staff responsible for NCTOPPS submissions
Coordination with Stakeholders and Customer Service
Participate and engage in all NC DHHS meetings regarding NCTOPPS as the Alliance subject matter expert
Clear and effective communication with all stakeholders and providers.
Respond to provider issues and problems in a timely manner
Assist providers with resolving issues related to submission of NCTOPPS interviews, change in Super Users, transfers between provider agencies, and LME-MCO/Tailored Plan County mergers
Minimum Requirements
Education & Experience
Bachelor’s degree in sociology, economics, psychology or related social science, including coursework in statistics, research methodology, computer science, and/or other coursework directly related to the work to be performed, and three (3) year of progressively responsible experience in gathering, editing, and analyzing data for social and economic research, preferably including experience in the particular program area; or an equivalent combination of education and experience.
Advanced Excel proficiency is required including producing graphs and tables, performing calculations and automation to process large data sets.
Knowledge, Skills, & Abilities
Works well in a team environment and has good team problem solving skills
Strong organization and time management skills
Proficient knowledge of various software packages, such as Word, Excel, PowerPoint, and Publisher
Proficiency in MicroStrategy or other statistical or data modeling programs
Ability to communicate effectively in oral and written form.
Experience with research projects and support.
Experience with project management processes preferred.
Salary Range
$66,240 - $87,768 Annually
Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
