Overview


We are seeking a Hazardous Materials/Safety Specialist to support the Naval Medical Research Unit - Dayton (NAMRU-D) in Dayton, Ohio. The Specialist must demonstrate the ability to work independently with minimal direction and oversight; the ability to coordinate many complex functions, tasks, and programs at the same time; be able to perform a myriad of duties and have well-developed interpersonal skills and strong communication skills.


The Specialist must display discretion, good judgment, organizational or management ability, initiative, and the ability to work independently. The Specialist has a working knowledge of the Hazardous Materials Management System software, Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS) software, Standard Base Supply System, and the Government Purchase Card program.

Responsibilities




  • Function as the command's Unit Environmental Coordinator (UEC) / Chemical Hygiene Officer (CHO) responsible for all Hazardous Materials (HAZMAT), Hazardous Waste (HAZWASTE), Installation Hazardous Material Plan (IHMP), and environmental compliance requirements.

  • Review and coordinate with host base HAZMAT & HAZWASTE offices for base environmental plans and Employee Safety and Occupational Health (ESOH) program requirements.

  • Support and maintain command program compliance for ESOH inspections, Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) assessments.

  • Participate in assigned panels, groups, and committees; attend meetings and conferences to meet program requirements. Prepare briefings, charts, and presentations as required.

  • Maintain, populate and analyze HAZMAT databases to track and control all HAZMAT to include receiving, issuing, turn-in, transfer, and disposal utilized to meet research mission requirements; ensure quality control and data entry integrity measures are upheld.

  • Maintain continuity documentation that contains the Issue Point Storage Permit, Site Specific Issue Point Operating Procedures, appointment letter(s), inventory reconciliations reports, Site Specific Spill Plan, zones and employees, process codes, HAZMAT licenses, and location of Material Safety Data Sheets (MSDS).

  • Conduct a physical inventory two times a year of all HAZMAT associated with the respective Issue Points to include HAZMAT with the "in use" status. Discrepancies will be reported, and corrective action will be initiated.

  • Enforce all applicable OSHA, federal, and state regulations and standards for proper storage and handling requirements for HAZMAT stored within command control issue points.

  • Provide work area personnel appropriate HAZMAT and HAZCOM training; document completion within Employee Safety and Health Record.

  • Represent the command as a liaison with host base central safety office personnel and other unit safety and operational risk management representatives.

  • Assure that HAZMAT spill emergency procedures are posted and remain relevant should any emergency arise.

  • Respond to requests in a timely manner and keep relevant stakeholders updated on activity progress.

  • Perform other duties as needed.




Qualifications




  • Bachelor's degree in business management, industrial hygiene, chemistry, environmental sciences, or supply chain management and a minimum of 2 years of related experience in Hazardous Materials Control and Hazardous Materials Waste management. Or an associate's degree and a minimum of 4 years of related experience in hazardous materials control and waste management.

  • Excellent time management and organizational skills.

  • Strong oral and written communication skills and interpersonal skills.

  • Must be a U.S. citizen.

  • Ability to obtain a T3 clearance.
